Role Overview

The PMO Manager position based in Dallas, TX, reports directly to the CIO and serves as a senior leader tasked with creating, overseeing, and enhancing the Project Management Office across a growing enterprise. The role ensures all capital, technology, and business initiatives are executed with precision, transparency, and alignment with the organization's strategic goals.

Key Responsibilities

  • Develop and implement the enterprise-wide PMO strategy in alignment with objectives like operational excellence and digital transformation.
  • Create and manage governance structures, stage-gate processes, and decision frameworks for major initiatives.
  • Maintain alignment among business strategy, capital planning, and project execution priorities.
  • Manage the enterprise project portfolio covering capital projects, technology initiatives, construction systems, and corporate programs.
  • Conduct portfolio prioritization, capacity planning, and facilitate training and change management activities.
  • Deliver executive reporting on project status, risks, dependencies, and financial outcomes.
  • Collaborate with Construction Operations, Finance, and HR to integrate technology with project execution effectively.
  • Supervise deployment of large IT and construction-related systems (including ERP, MRP, project controls, scheduling, cost management, and mobility tools).
  • Promote continuous improvement within business processes.
  • Implement consistent project financial controls, forecasting, and earned value management across projects.
  • Proactively identify and mitigate risks affecting portfolio delivery, ensuring adherence to scope, timelines, and budget.
  • Lead and cultivate a high-performing PMO team, including project managers and program directors.
  • Define career progressions, skills models, and learning standards for project management enterprise-wide.
  • Act as project sponsor within the Technology Group for key initiatives.
  • Provide strategic advice to C-suite and executive leaders regarding project execution and risk management.
  • Coordinate executive steering committees and governance meetings with clear communication to senior stakeholders.
  • Work closely with Finance, Legal, HR and other departments to drive strategic change, process improvement, and compliance efforts like Disaster Recovery, Business Continuity, NIST, ISO, and CMMC.
  • Lead innovation planning annually with all business unit leaders.
  • Manage vendor relationships including onboarding/offboarding, contract negotiation (NDAs, MSAs, RFPs, SLAs), and ensure best value delivery.
  • Oversee financial aspects of vendor management including CAPEX, OPEX, and tax optimization in partnership with Finance.
  • Promote PMO best practices organization-wide and collaborate with construction teams to enhance project management practices.

Candidate Requirements

  • Bachelor's degree in Information Systems, Business, or related discipline required.
  • Minimum of 10 years progressive experience in project, program, and portfolio management within construction, engineering, or capital-intensive sectors.
  • At least 10 years leading enterprise-level PMOs or substantial large-scale program portfolios.
  • Proven achievement in delivering complex, multi-million-dollar technology projects.
  • Strong understanding of corporate technology functions, project control mechanisms, and capital project delivery processes.
  • Preferred qualifications include Master's degree (MBA or equivalent), relevant certifications such as PMP, PgMP, PMI-SP, and experience collaborating closely with CIO/CTO executives.
  • Experience with ERP implementation in construction or manufacturing environments is advantageous.
