Job description

Role Overview

The position of Program Specialist at the GS-0301-9/11 level involves supporting various activities related to the administration of cooperative agreements and grants. This includes monitoring grant deliverables, assisting with divisional policy and program tasks linked to defining mission objectives, goals, and performance measurement tracking.

Key Responsibilities

  • Assist with administrative tasks related to cooperative agreements and grants management.
  • Support divisional policy and program operations related to identifying and monitoring mission goals and performance indicators.
  • Address routine procedural challenges ensuring smooth execution of assigned duties.
  • Make factual recommendations based on established precedents for grants administration and management issues.
  • Oversee monitoring of grants of limited scope to verify delivery requirements compliance.

Conditions of Employment

  • Applicants must be U.S. Citizens or Nationals.
  • A background check including security investigation and drug screening is mandatory prior to employment.
  • The position may require completing a one-year probationary period.
  • Mandatory Selective Service registration for males born on or after December 31, 1959, unless exempt.
  • Completion of a USA Hire assessment within 48 hours following application closure is required.

Qualification Criteria

For GS-9 level: One year of specialized experience equivalent to Federal GS-07 grade that includes supporting grants or cooperative agreements and assisting with program design or administrative materials development.
Alternatively, a Master’s degree or two full years of graduate education in a relevant field, or a combination of education and experience meeting 100% of qualifications.

For GS-11 level: One year of specialized experience comparable to GS-09 grade involving support in grants/cooperative agreements management, including resolving technical or administrative issues related to criminal justice programs.
Alternatively, a Ph.D. or equivalent doctoral degree or three years of graduate education in a relevant field, or a qualifying combination of education and experience.

All applicants must meet these qualification standards by July 23, 2026. Transcripts are required to validate educational qualifications.
