About the Role
This position involves overseeing a federal task order responsible for managing a nationwide portfolio of government-owned and concession-occupied real estate within the National Park Service (NPS). Unlike a traditional PMO or IT program manager, this role is focused on real property and facilities portfolio oversight under a long-term IDIQ contract administered by the Bureau of Indian Affairs.
Key Responsibilities
- Act as the primary contractor liaison for NPS CSAM leadership and the Contracting Officer's Representative (COR).
- Supervise a geographically dispersed portfolio of government-owned and concession-occupied properties, akin to a regional or national-level real property/facilities portfolio manager.
- Manage integrated task tracking, scheduling, milestone achievement, and coordination of dependencies across both ongoing operations and modernization initiatives simultaneously.
- Generate monthly performance reports covering both operational metrics and modernization progress.
- Develop and maintain a transparent task tracking system providing full visibility into assignments, start and completion dates, and status updates.
- Implement and maintain a communication plan to facilitate coordination between contractor personnel and government clients.
- Coordinate activities at park and regional levels across a distributed team.
Required Qualifications
- Master's degree or equivalent professional experience with a minimum of 10 years in program or project management, including significant experience with federal government contracts.
- Direct experience managing portfolios of real property, facilities, or leased assets, preferably involving government-owned or government-leased properties.
- Proven ability to manage concurrent operational and transformation workstreams.
- Experience with deliverable-based contract management and familiarity with IDIQ/task order contract structures.
- Skilled in developing and maintaining COR-facing reporting tools and ensuring work visibility.
- U.S. citizenship is mandatory.
Preferred Qualifications
- Experience managing government real property or lease portfolios such as those under GSA, NAVFAC, Army Corps of Engineers, or similar federal programs.
- Prior work with the National Park Service, Department of the Interior, or other Interior bureaus.
- Background in concession contract management, leasehold administration, or federal facility oversight.
- Project Management Professional (PMP) certification or equivalent credentials.
