Professional Head – Rolling Stock, Freight Facilities & Facilities Asset Manager

Position Overview

This role involves leading the strategic asset management for rolling stock, freight terminals, depots, and operational facilities to ensure maximum lifecycle efficiency, reliability, availability, and overall value. Serving as the Technical Authority, the Professional Head establishes frameworks for asset strategy, lifecycle planning, performance monitoring, and investment prioritization for locomotive and wagon fleets as well as terminal handling equipment at key locations including Sohar Port and Al Buraimi. Responsibilities include aligning asset strategies with maintenance execution, setting up asset data management, and supporting readiness activities before commercial operations based on the Operational Readiness Plan.

Key Responsibilities

• Develop and implement strategic asset management frameworks and whole-life cost models for rolling stock, terminals, depots, and facilities.
• Set asset performance goals, criticality evaluations, and prioritize investments based on risk assessment.
• Define renewal, overhaul, and mid-life intervention plans for fleet and facility assets.
• Implement asset performance monitoring systems and KPIs focusing on reliability and availability.
• Optimize maintenance processes to ensure alignment with asset strategies and operational requirements.
• Lead reviews and initiatives to enhance asset performance alongside fleet, terminal, and maintenance teams.
• Create and maintain asset registers, data standards, and information requirements within the Enterprise Asset Management system.
• Manage engineering changes, configuration control, and maintain high-quality asset data.
• Provide evidence for asset management compliance to Operations Safety Case and governance bodies.
• Oversight of operational readiness strategies related to asset management, including testing, commissioning, trials, training, and resource mobilization in preparation for Entry into Service.
• Facilitate communication and coordination among internal teams, contractors, suppliers, and external stakeholders to meet project requirements and regulatory standards.
• Identify risks and issues related to operational readiness and ongoing operations, developing mitigation strategies and corrective actions when necessary.
• Maintain risk registers and provide regular status updates to senior management.
• Ensure adherence to quality standards and industry regulations through audits and reviews, promoting continuous improvement and operational excellence.
• Lead, develop, and manage the asset management team, enhancing skills through training and mentorship to foster accountability and collaboration.
• Ensure compliance with regulatory, safety, and environmental guidelines and uphold a strong safety culture by supporting audits and corrective actions.
• Contribute to the development and maintenance of the Operations Safety Case, safety management systems, and related assurance processes.
