Role Overview
We are looking for a driven and knowledgeable Procurement Team Lead Engineer to spearhead procurement functions and facilitate the success of major construction and infrastructure initiatives. This position involves managing the procurement team, crafting strategic sourcing plans, handling vendor and subcontractor partnerships, and securing materials, equipment, and services efficiently while upholding top standards of quality and compliance.
Main Responsibilities
- Lead and develop the procurement team assuring smooth and effective execution of procurement tasks and meeting departmental goals.
- Create and apply procurement strategies that align with project needs, budget constraints, and timelines.
- Supervise the entire procurement process including supplier identification, prequalification, requests for quotations/proposals, evaluation of bids, negotiations, issuing purchase orders, and managing contracts.
- Collaborate closely with Engineering, Planning, Commercial, Cost Control, and Project Management teams to ensure prompt procurement and delivery of required materials and services.
- Perform detailed commercial and technical assessments of suppliers, vendors, and subcontractors.
- Negotiate terms including pricing, payments, delivery schedules, warranties, and contracts to achieve favorable commercial outcomes.
- Scout, evaluate, and bring onboard new suppliers while nurturing productive relations with key vendors and subcontractors.
- Regularly assess supplier performance to ensure adherence to quality, delivery timelines, and contract obligations.
- Monitor market conditions, material supply, and price volatility to support procurement planning and minimize risks.
- Assist in tendering by sourcing suppliers, analyzing quotations, and performing commercial evaluations.
- Review and authorize purchase requests, orders, and procurement documents following company policies.
- Compile and communicate procurement metrics, cost-saving measures, and performance reports to senior leadership.
- Champion ongoing improvements to increase procurement efficiency, cost effectiveness, and overall operational success.
- Identify potential risks in procurement and supply chains that could affect project delivery and develop mitigation strategies.
- Maintain comprehensive records and ensure accurate documentation throughout all procurement phases.
Qualifications & Requirements
- Bachelor's degree in Civil Engineering.
- A solid 8–12 years of procurement experience within the construction sector, ideally with main contractors.
- Proven leadership experience directing procurement teams and managing large, complex purchasing activities related to construction projects.
- In-depth understanding of procurement procedures, contract management, vendor relationship oversight, and supply chain operations.
- Experience across multiple development types such as Residential, Commercial, Hospitality (Hotel), Infrastructure, and Mixed-Use projects is a plus.
- Strong track record in vendor sourcing, management, commercial evaluation, and contract negotiation.
- Excellent negotiation, interpersonal communication, leadership, and stakeholder engagement skills.
- Advanced analytical, problem-solving, and decision-making abilities.
- Familiarity with ERP platforms and procurement management software.
- Capable of thriving in dynamic, deadline-driven project environments.
- Experience within the Saudi Arabian construction market highly favorable.
- Professional certifications like CIPS or similar recognized as advantages.
- Preference for candidates ready to join immediately or within a short notice period.
