Job description

About the Organization

Innovation Horizons, established in 2017 and based in Washington, D.C., is a health consulting and continuing education firm focused on helping build a healthier and safer country. The organization brings together experience across government, industry, and systems partnerships to create practical, data-informed solutions that benefit communities and patients.

Role Overview

The company is hiring a careful and driven Policy & Operations Analyst to support both health policy work and day-to-day organizational operations. This is an early-career position for someone who wants hands-on exposure to health policy research, project support, and administrative coordination. Most of the role is centered on policy analysis and research, with a smaller portion dedicated to executive and operational support for the Founder & President.

Health Policy Research and Project Support

This part of the role makes up roughly 75% of the position and focuses on research, writing, and project coordination.

  • Track new developments in health policy, public health, and private healthcare, then summarize the findings for internal strategy and client work.
  • Use academic articles, government sources, industry publications, and other trusted references to support active projects.
  • Help prepare, revise, and format proposals, grant applications, and required forms for public health and private-sector opportunities.
  • Keep project materials organized by maintaining meeting notes, progress updates, work plans, and deliverable trackers across several client accounts.
  • Research possible partners, academic collaborators, and business development leads that align with organizational goals.
  • Carry out literature reviews, environmental scans, and background research for projects related to healthcare, housing, social services, and similar areas.
  • Assist with presentations, briefing documents, issue papers, and other materials intended for clients.
  • Support proposal development by collecting data, researching funder priorities, and drafting or refining sections of submissions.

Operations and Executive Support

This portion covers about 25% of the role and centers on coordination, compliance, and administration.

  • Manage calendar coordination for the Founder & President by arranging meetings, calls, and appointments with internal and external stakeholders.
  • Oversee corporate licensing and compliance across multiple states, including filings, accreditations, SAM.gov registration renewals, and other regulatory obligations.
  • Handle communication and renewals with registered agents in different states and keep the related records current.
  • Support scheduling for team meetings, company-wide calls, and stakeholder sessions.
  • Keep corporate documents, contracts, and compliance files well organized and easy to access.
  • Provide general administrative help to ensure smooth daily operations.

Required Qualifications

  • A bachelor’s degree in Public Health, Political Science, Health Policy, Public Administration, or a closely related field is required.
  • Applicants should have 0 to 2 years of experience in health policy, public health, research, or administrative/operational work; internships and academic projects are included.
  • Strong writing and speaking abilities are needed, along with the ability to condense complex information into clear, concise language.
  • The ideal candidate is highly organized, detail-focused, and able to juggle multiple deadlines and priorities.
  • Advanced comfort with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, as well as Adobe tools.
  • Solid research capability and ease working with academic databases, government websites, and policy references.
  • A proactive attitude is important; the person in this role should notice what needs to be done and act independently.
  • Must be able to protect confidential information and use sound judgment in sensitive situations.
  • Applicants must be residents of Washington, DC.

Preferred Qualifications

  • Knowledge of Medicaid, Medicare, or other state and federal health programs is a plus.
  • Previous exposure to proposal writing, grant research, or business development in healthcare or nonprofit settings is helpful.
  • Experience with SAM.gov, state registration systems, or corporate compliance work is preferred.
  • Familiarity with project management software or CRM platforms would be an advantage.
  • Background supporting senior leaders in a fast-moving small-team environment is desirable.

Performance Expectations

  • Produce strong research and policy analysis outputs that meet deadlines and match project requirements.
  • Keep corporate compliance records accurate and current across all states, avoiding any lapses in licensing or registration.
  • Coordinate the Founder & President’s calendar efficiently so meetings and calls run smoothly.
  • Strengthen proposal materials and project documentation over time by improving writing quality and research depth.
  • Follow company standards closely, especially those related to privacy, ethics, and confidentiality.

Career Growth

This position offers room to grow within Innovation Horizons. High-performing team members may take on broader responsibilities in policy analysis, project management, and business development, with future pathways into roles such as Research Associate, Business Analyst, or Policy Analyst in the company’s Innovation Programs and Care Solutions teams.
