Job description

Role overview

In this position, you will handle investigations into planning breaches and ensure that development control rules are followed within the required timeframe. The work involves field checks, speaking with people connected to each case, and, for certain matters, working alongside prosecutors and enforcement teams from other agencies in joint operations.

You will also review appeals against enforcement decisions, assess whether the appeal has merit, and prepare recommendations for the relevant authority.

Key responsibilities

  • Look into planning breaches involving conserved buildings.
  • Collect and verify evidence through site visits, witness interviews, and review of archival materials such as approved drawings and photographs.
  • Recommend and carry out suitable enforcement measures.
  • Explain remediation steps to offenders and confirm that corrective actions have been completed.
  • Handle public reports about possible violations of conservation guidelines.
  • Work with other government bodies on joint enforcement actions for conserved buildings.
  • Give evidence in court when required.

What the role calls for

  • A polytechnic diploma in civil or structural engineering, mechanical or electrical engineering, architecture, facilities management, or law is an advantage.
  • Applicants without a diploma should have at least 3 years of experience in enforcement-related work.
  • Some interest in Singapore’s built heritage and conserved buildings is preferred.
  • Strong analytical ability and clear writing skills.
  • Good investigative instincts, a careful eye for detail, and a self-motivated approach.
  • Comfort working independently, both indoors and outdoors, as well as collaboratively in a team.
  • Willingness to work beyond standard officer hours when operational needs require it.
  • Knowledge of one of the official languages other than English is an advantage.

Engagement terms

The successful candidate will be offered an initial 1-year contract, with the possibility of renewal for another year, bringing the total engagement period to up to 2 years.
