Job description

Role overview

This position oversees site-wide permitting and land allocation activities for King Salman International Airport under the Site Wide Logistics framework. The role is centered on governance, process control, stakeholder coordination, and advisory support for land use and logistics permissions in shared-use areas.

Project background

Bechtel has supported major airport developments for decades across the GCC and other regions. In Riyadh, the company is delivering project management consultancy services for the development of a major international airport that will include multiple new terminals and large-scale passenger and cargo capacity.

The program includes Terminal 6, a low-cost carrier terminal with a gross floor area of approximately 450,000 m2 and capacity for 20 million passengers per annum, the Iconic Terminal with a gross floor area of around 1 million m2 and capacity of 40 to 45 million passengers per annum, and a Private Aviation Terminal with hangars for VIP and business jet users. The airport is planned to handle up to 120 million travelers by 2030, 185 million by 2050, and up to 3.5 million tons of cargo by 2050.

Responsibilities

  • Create and administer the site-wide logistics permitting and land allocation structure, including the related policies, procedures, approval routes, and control checks required by the project.
  • Manage the full land allocation permitting workflow for logistics-related activities, including assessment of permits, modifications, and extensions, and providing recommendations or approvals where appropriate.
  • Serve as the main point of contact with KSIADC, Delivery Partners, and RAC on matters involving permit-related land use and site access, and support formal escalation when disagreements arise.
  • Monitor permit progress, spot constraints and delivery risks, and work with relevant parties to reduce delays and resolve issues.
  • Keep permit files and records complete and accurate, and prepare combined status updates and advisory reports for SWL leadership and senior stakeholders.

Requirements

  • A bachelor’s degree, or an internationally recognized equivalent, is required.
  • Candidates should have either 8 to 10 years of relevant experience, or 12 to 14 years of related work experience.
  • Background in permits, land allocation, logistics governance, or interface management is important.
  • Strong fluency in Arabic and English is required, including written and verbal communication.
  • Advanced working knowledge of MS Office tools such as Outlook, Word, Excel, and PowerPoint is expected.
  • The role suits someone who can work independently, stay organized, handle pressure, manage conflict, and collaborate across multicultural teams.
