Role Overview

The People & Culture Executive focusing on Communications & Engagement is vital in enhancing the employee experience throughout the organisation. This role entails leading internal communications, employee engagement programs, cultural initiatives, recognition activities, learning and development efforts, and change management aligned with the organisational goals.

Key Responsibilities

  • Direct initiatives that foster employee involvement, connection, and positive organisational culture.
  • Assist in applying the company's values and behaviours framework.
  • Design and implement employee recognition and appreciation programs.
  • Coordinate events such as employee engagement sessions, town halls, workshops, and activities that build culture.
  • Collect and analyse employee feedback via surveys, focus groups, and listening sessions to recommend wellbeing and inclusion enhancements.
  • Contribute to building a strong employee value proposition.
  • Identify areas for improving the entire employee lifecycle from onboarding to exit.
  • Create and maintain an annual communication and engagement plan for People & Culture functions.
  • Manage internal communication campaigns related to company priorities, people initiatives, and change projects.
  • Produce and edit employee communications including newsletters, leadership messages, announcements, and intranet content.
  • Maintain internal communications channels ensuring content is pertinent and engaging.
  • Evaluate communication effectiveness and suggest improvements based on engagement analytics.
  • Collaborate with Corporate Communications for consistent messaging supporting People & Culture goals.
  • Participate in change management and engagement linked to organisational transformations.
  • Devise communication strategies for major initiatives ensuring staff engagement during change.
  • Prepare reports and present recommendations to People & Culture Committee and senior leadership.
  • Support training needs analysis and help design programmes addressing capability gaps and organisational development.
  • Coordinate delivery of learning and development programs, workshops, external guest events aligned with organisational priorities.
  • Continuously assess and enhance culture and engagement practices.
  • Maintain comprehensive knowledge of People & Culture policies to support team and business continuity.
  • Assist the wider People & Culture team in various projects and processes to ensure service quality and resilience.

Candidate Profile & Essential Qualifications

  • Bachelor's degree qualification is required.
  • Prior experience in Human Resources is essential.
  • At least three years of experience in employee engagement, internal communication, organisational development, or similar roles.
  • Experience within the public sector is advantageous.
  • Proven ability to plan and execute communication and engagement activities for diverse groups.
  • Track record of leading projects, events, or organisational initiatives.
  • Experience collaborating with stakeholders across hierarchical levels.
  • Solid understanding of employee engagement, cultural dynamics, and change management principles.
  • Knowledge of employee experience and lifecycle concepts.
  • Strong written and oral communication skills with the ability to simplify complex messages.
  • Effective interpersonal skills to cultivate relationships organization-wide.
  • Excellent project management with multitasking and prioritisation capabilities.
  • A proactive approach to identify opportunities for improvement.
  • Works efficiently with leaders, managers, and colleagues to nurture a positive, inclusive culture.
  • Capable of interpreting employee feedback and engagement metrics using evidence-based insights.

Compensation and Benefits

The starting annual salary for this position is €53,071, aligning with level D of the public sector pay scale, which ranges up to €76,227, inclusive of contributory pension. Salary progression follows government policy with starting pay at minimum scale and is non-negotiable.
