About the Organization
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank focused on financing infrastructure for the future across Asia and beyond, with sustainability embedded at the center of its work. The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to promote high-quality connectivity infrastructure investment in developing economies through partnerships. AIIB acts as the MCDF Administrator and hosts the MCDF Secretariat, which handles the Secretariat’s daily operations and is set up administratively by AIIB but operates independently in function.
Role Overview
The MCDF Secretariat is hiring an Officer, Central Asia Fund to coordinate the overall operations of the Development Cooperation Fund for Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and China. The Fund aims to attract additional grant resources and allocate funds for project preparation, capacity building, and knowledge-sharing initiatives in the region. The position involves close cooperation with international financial institutions, development partners, the MCDF Administrator, and MCDF Secretariat teams to ensure the Fund meets its goals through sound program management, strong stakeholder coordination, and adherence to the Administrator’s rules and procedures.
Responsibilities
- Act as the secretariat for the Central Asia Fund’s Strategic Steering Committee, including arranging meetings and strengthening engagement with both internal and external stakeholders.
- Partner with the MCDF Administrator to ensure the Fund follows the Administrator’s requirements for human resources, procurement, accounting, IT, and related administrative processes.
- Assist in carrying out the Fund’s annual workplan and budget in coordination with other MCDF Secretariat teams.
- Contribute content for the Fund section of the MCDF annual reports, working alongside other Secretariat teams.
- Support annual external audits and periodic internal audits by coordinating with the auditor and/or the MCDF Administrator.
- Work with MCDF Implementing Partners and other Secretariat teams to track the Fund pipeline and align pipeline needs with available Fund resources.
- Organize stakeholder events that support information-sharing, knowledge exchange, and training activities funded by the program, including workshops, meetings, knowledge products, and related initiatives, and help report on their outcomes and impact.
Requirements
- At least 5–8 years of relevant experience in international development finance, IFI operations, infrastructure project development and finance, and/or climate finance.
- A master’s degree, or an equivalent qualification, in business administration, public administration, finance, economics, or another related discipline from a reputable university.
- Strong ability to engage stakeholders and communicate effectively.
- Demonstrated understanding of partnership and funding-facility operating mechanisms and instruments.
- Prior experience working with IFIs, development finance institutions, and other financial institutions.
- Experience in Central Asian economies is considered an advantage.
- Proven ability to collaborate effectively within a multicultural team environment.
- Excellent written and spoken English.
