Role summary

HM Revenue & Customs is hiring a Non-Domestic Rating Caseworker to support essential public services through accurate property valuation work. This position sits within HMRC Valuation Office, the team formerly known as the Valuation Office Agency, which has now become part of HMRC. The organisation provides property valuation advice for the public sector and helps support the collection of more than £60 billion in revenue that benefits communities across England and Wales.

This opportunity is suited to someone who enjoys working with detailed information, making well-reasoned judgments, and contributing to work that has real public impact. You will receive full training on the systems used in the role and will be supported by line managers while you develop your expertise.

What the role involves

The caseworker role combines desk-based analysis with property inspections carried out on site. You will review complex information, use a range of tools and records to build an accurate picture of a property, and make informed case decisions under guidance. The work is varied and requires travel across a wide area, including visits to commercial premises such as shops, offices, industrial units, warehouses, and similar buildings.

You will be expected to document property details carefully, including observations and measurements, and to maintain professional standards in every interaction with customers, local authorities, agents, and other stakeholders. The role also offers the chance to contribute ideas for improving processes and to work collaboratively across teams.

Key duties

  • Spend a large share of working time visiting properties for inspection, with site work potentially taking up to 80% of the role.
  • Travel to inspection locations across a broad geographical area, including sites that may be difficult to access.
  • Work in a physically active environment and carry out inspections in a variety of settings.
  • Contact customers, local authorities, and agents by phone, email, and in person to move cases forward.
  • Use inspection findings, system information, and online resources to gather and evaluate property details.
  • Prepare fair and accurate case decisions using guidance and evidence, with oversight from a Technical Lead.
  • Represent the organisation professionally and provide strong customer service at all times.
  • Occasionally stay overnight to complete inspections or attend meetings and training.

What HMRC is looking for

The successful candidate will be someone who learns quickly, takes initiative, and is comfortable working within established rules while using sound judgement. The role suits a practical problem-solver who works well in a fast-moving team and can communicate confidently with a wide range of people.

You should be able to manage your workload effectively, stay organised against deadlines, and build productive working relationships across teams and with external contacts. Experience in property inspections or similar transferable work will be helpful.

Selection and application process

This recruitment process uses Success Profiles and will assess behaviours, strengths, ability, and experience. Applicants must complete the first stage of the online application and then take a Casework Skills Test. The test should be completed promptly, ideally within 24 to 48 hours of invitation, and must be finished by 23:55 on 8 July 2026. If the test is not completed by the deadline, the application will be withdrawn.

Those who pass the test will move to the final stage, which includes a personal statement of up to 750 words explaining suitability for the post, with particular focus on the essential requirements and person specification. The vacancy closes on 8 July 2026, and both the test and the final stage must be completed by then. Interviews are planned for the week commencing 3 August 2026 and are currently being held face to face.

During assessment, HMRC will review the personal statement, behaviours, and strengths. The behaviours assessed are Making Effective Decisions, Communicating and Influencing, and Working Together.

Working arrangements

HMRC is primarily an office-based organisation. Colleagues are expected to work from the office for 60% of their working time, with up to 2 days per week from home where the role and home setup allow it, averaged across a calendar month or on a proportionate basis for part-time staff. Flexible working requests are welcomed where operational and customer service requirements allow.

The role is based in Leeds, England, United Kingdom, and candidates must choose one preferred location from the options available. If a candidate accepts an offer in one location, they will be removed from any other merit lists. Some locations have special notes, including temporary arrangements for Eastbourne and a workaround for selecting Wembley through Harlesden.

Licences, adjustments, and checks

Benefits and employment terms

The salary for this post is £31,096. HMRC also contributes £9,008 toward membership of the Civil Service Defined Benefit Pension scheme. The organisation offers family-friendly policies, personal support, coaching, development opportunities, and a pension contribution of at least 28.97% of salary into the Alpha pension scheme.

Leave starts at 25 days and increases by one day for each year of qualifying service, up to a maximum of 30 days. HMRC also promotes hybrid and flexible working, where operationally possible.
