Job description
Role overview
This position handles motor vehicle and mobile home title processing, registration work, collection of insurance fines, issuance of temporary and permanent disabled placards, and collection of sales tax on vehicles bought from out-of-state dealerships or businesses.
Reporting and status
The role reports to the Motor Vehicle Division Administrator. It is classified as non-exempt and non-personnel system, and the incumbent serves at the discretion of the Tax Commissioner. The pay grade is 112, and the job is not safety sensitive.
Work schedule and attendance
The normal schedule is Monday through Friday, 8:00 AM to 5:00 PM. Employees may be required to work on religious holidays. Consistent, dependable attendance is mandatory, and cooperation with coworkers is expected.
Core responsibilities
The job involves preparing title applications for members of the public, businesses, and dealerships; handling in-state and out-of-state title certification; processing registrations; collecting taxes and fees; maintaining computer records; explaining title and registration procedures; enforcing relevant laws and rules; and issuing disabled placards. Additional work may be assigned as needed.
Customer identification must be checked before every transaction to protect privacy. Submitted title and transfer documents must be reviewed for accuracy under Georgia Department of Revenue procedures, and document authenticity must be verified to help prevent forgery or counterfeit submissions.
Support is provided by email, mail, phone, and in person for questions about registrations, title and tag transfers, insurance, disabled placards, sales tax collection, vehicle value questions, voter registration, and driver's license topics. Incorrect applications are sent back to dealerships and businesses when necessary, and return records must be maintained.
The role also calculates sales tax for vehicles purchased from out-of-state businesses, determines and collects ad valorem tax for heavy-duty trucks and trailers, confirms IRS Form 2290 for large trucks over 55,000 pounds, checks inventory accuracy for tags and decals, assigns the correct plate or decal to each vehicle, assists other county agents with title and tag information, and provides information to law enforcement when requested.
Knowledge and skill needs
Strong knowledge is needed of title brands and legends, transfer paperwork, dealer reassignment documents from Georgia and other states, powers of attorney, repossession affidavits, inheritance and correction documents, lien releases, VIN inspection forms, and other records used in title processing. Familiarity with engine size, speed, horsepower, and highway-use requirements for scooters and motorcycles is also important.
Applicants should understand the Tax Commissioner’s Office, the Motor Vehicle Division, and the laws, ordinances, policies, standards, and regulations that apply to this work. Proficiency with Microsoft Word, Excel, Lotus Notes, and other software is required, along with sound communication, judgment, math, planning, organization, and the ability to apply office procedures and ad valorem tax rules.
Minimum qualifications
A high school diploma or equivalent is required, along with a vocational/technical degree in Computer Operations or a related field and at least two years of experience in motor vehicle registration, clerical work, accounting, customer service, cash handling, or a closely related area. Equivalent combinations of education, training, and experience may also be considered.
The selected candidate must currently hold Notary Public status or be able to obtain it.
Physical and communication demands
This role requires sedentary-level physical effort with the ability to operate office equipment such as a computer, typewriter, calculator, and copier. The employee must be able to handle and move objects or materials, exert up to 10 pounds of force occasionally, inspect data and physical items carefully, communicate clearly with supervisors, coworkers, and the public, and remain composed when dealing with upset or difficult customers, including individuals with language barriers.
The position also requires the ability to read manuals and instructions, complete forms accurately, understand and apply procedures, follow both written and oral directions, perform a wide range of mathematical calculations, coordinate hand-eye movements, distinguish colors and shades, and communicate effectively by phone.
