About the Organisation

Plan International Ghana is a child-focused community development organisation committed to helping excluded and marginalised children reach their full potential. The organisation is expanding its Monitoring, Evaluation and Research (MER) function and is seeking a driven, results-focused professional to join the team.

Role Purpose

The MER Specialist will lead the MER unit and hold overall responsibility for MER-related work within the Programme Accountability and Learning System (PALS). This role is central to improving programme quality, accountability, learning, and overall effectiveness.

Role Scope

The position carries responsibility for key PALS elements, including child rights situational analysis (CRSA), development of the MER framework, Programme Unit Long Term Plan (PULTP) baselines, and country strategic plan (CSP) evaluations. The role also contributes to CSP design and planning, including review of workforce planning and the resource mobilisation plan.

Key Outcomes and Duties

  • Provide evidence on the results and effectiveness of the CSP.
  • Develop the MER framework for the CSP and create a model MER framework for the PULTP.
  • Lead the PULTP baseline study and ensure baseline findings and related PULTP documents are shared nationally.
  • Draft terms of reference, support the selection of an external lead evaluator, oversee the CSP evaluation process, and review and circulate evaluation reports.
  • Strengthen the quality of programmes and projects through strong situational analysis, planning, monitoring, evaluation, research, and knowledge management.
  • Prepare the terms of reference for the CRSA in line with PALS guidelines and lead its implementation.
  • Share CRSA findings and support dissemination of the designed CSP.
  • Identify potential research opportunities relevant to the organisation’s work.
  • Ensure all research and evaluation activities meet global standards.
  • Build the MER capacity of programme staff and partners.
  • Set clear objectives for the MER unit and develop the unit’s strategy and budget.

Experience and Knowledge Required

The successful candidate should have strong understanding of integrated development issues, critical analysis of child poverty, and broader development trends, challenges, opportunities, and their implications for community development. The role also calls for proven experience in planning, implementing, monitoring, and evaluating development programmes or projects, along with knowledge of participatory M&E systems, qualitative and quantitative research design, and strategic planning processes.
