Role Overview

This senior position is responsible for leading procurement and materials management across civil, infrastructure, and luxury branded residential projects. The role covers procurement planning, supplier development, long-lead tracking, material approvals, and commercial negotiations. It suits a commercially sharp procurement professional with strong construction-material knowledge and the ability to work closely with technical and site stakeholders.

Procurement Strategy and Delivery

  • Drive the full procurement process for construction projects, beginning with planning and continuing through final close-out.
  • Create procurement approaches and project-level plans that match the construction schedule and business targets.
  • Spot critical and long-lead items early and put tracking controls in place to safeguard delivery timelines.
  • Build procurement packages and manage vendor shortlisting, technical and commercial assessment, and comparison analysis.

Vendor and Contract Management

  • Develop suppliers and continuously review vendor performance.
  • Negotiate commercial terms, payment structures, and long-term supply arrangements with vendors and subcontractors.
  • Handle LOIs, LOAs, LPOs, and subcontract documents with strong commercial and contractual understanding.
  • Maintain durable supplier partnerships that support large-scale contracting operations.

Materials and Technical Coordination

  • Manage material submittals and work through technical comments together with design and engineering teams.
  • Check that procurement decisions and material specifications align with project requirements, drawings, BOQs, and authority standards.
  • Coordinate with design, engineering, and site teams to keep procurement activities synced with project timelines.
  • Track inventory and material consumption across sites to limit waste and maintain cost control.

Governance, Risk, and Compliance

  • Make sure all procurement work follows UAE regulations, company policies, and ethical practices.
  • Maintain clear reporting and documentation in line with governance requirements.
  • Control procurement budgets with accountability and financial discipline.
  • Watch lead times, handle disputes, and reduce risks linked to supply interruptions, supplier performance, and material quality.
  • Quickly resolve procurement and logistics challenges to prevent delays and support value engineering efforts.

Qualifications

  • At least 18 years of experience in senior procurement and materials management roles within construction or contracting environments.
  • Strong background in sourcing, supplier management, and supply chain operations for major construction programs.
  • Good technical understanding of construction materials, including the ability to review submittals and technical/commercial quotations.
  • Solid knowledge of UAE market conditions and international procurement practices.
  • Excellent negotiation, communication, and stakeholder management capabilities.
  • A Civil Engineering degree is preferred; Architecture is also acceptable. A master’s degree or professional certification such as CIPS is an added advantage.
  • ERP system experience is required; Oracle Fusion is an advantage.
  • Experience with branded residences, luxury developments, and villa compounds is highly desirable.
