Job summary

This role is responsible for overseeing seafarer development, career progression, and certification compliance within the engine function. The position ensures that training, promotions, appraisals, mentorship, and provider approvals are managed in line with regulatory and company requirements.

Training management

  • Carry out detailed training needs assessments across all seafarer ranks and job types.
  • Maintain a complete training tracker covering STCW, company-required learning, and computer-based training.
  • Prepare and update individual learning plans for each seafarer, making sure they match regulatory and operational needs.
  • Work with internal teams and outside training providers to plan and deliver training courses.
  • Track course completion and certificate expiry dates, and make sure renewals are completed on time.
  • Create and run a structured cadet mentoring system that supports cadets’ growth onboard.
  • Follow cadet progress against learning targets and onboard assessment results.

Career development and promotions

  • Build and implement clear career progression routes for all seafarer ranks, in line with company policy.
  • Monitor advancement through each career stage and keep records of qualifications and experience up to date.
  • Administer the promotion process by checking eligibility against defined criteria, maintaining the waiting list, and coordinating with relevant stakeholders for fair and timely promotions.
  • Provide post-deployment career guidance and debriefs to seafarers, including direction on development opportunities.

Performance management

  • Manage the appraisal process for seafarers and ensure reports are submitted on time after each tour.
  • Review appraisal documents for accuracy and consistency.
  • Identify training gaps or performance issues raised by Masters and Chief Engineers.
  • Oversee the annual performance cycle, consolidate appraisal scores, and support department heads in finalizing year-end ratings.
  • Assist with reward and recognition decisions based on performance outcomes.

Training provider evaluation

  • Assess and approve external training centres to confirm they meet STCW, flag state, and company standards.
  • Periodically review training providers for quality, relevance, accreditation, and instructor competence.
  • Maintain an approved list of training centres and ensure seafarers attend only compliant institutions.
  • Work with providers to discuss feedback, resolve issues, and drive improvements when needed.

Vessel engagement and fleet coordination

  • Conduct vessel visits, including sailings, to assess and improve onboard training, mentorship, and career development practices.
  • Lead the planning and delivery of Fleet Officer Meetings, including agenda preparation, logistics, and event coordination.
  • Collect feedback from seafarers and vessel leadership during visits to support continuous improvement of training and development programs.
  • Support additional Marine Personnel Department initiatives and operational tasks as assigned.

Qualifications and experience

The role requires a valid CoC STCW A-III/2. Candidates should bring at least 48 months of sailing experience on tankers, including a minimum of 6 months in a management-level position such as Chief Engineer or Second Engineer. Prior familiarity with maritime regulations, certification systems, and seafarer training practices is also needed.
