Job description

Role purpose

The Strategic Property Department supports multiple pillars of the agency’s long-term goals. It oversees the organisation’s property portfolio, including the Regional Building Programme, strategic infrastructure delivery, land acquisition activity, the Next Generation Sites Initiative, stakeholder engagement, sustainability at scale, asset management, and estate management.

Within the Property Legal, Conveyancing and Procurement Team, the Mapping Executive plays an important supporting role across the department. A major part of the position is preparing and managing all mapping documentation needed for legal conveyancing work.

This position also helps ensure that the boundaries of IDA land holdings are recorded accurately for asset management and marketing use, and that correct mapping and title details are shared with current and potential clients during marketing and transaction activity.

In addition, the role involves managing and improving the organisation’s GIS mapping system, a flexible geospatial platform that supports property and regional operations. The post also supports the Acquisitions Team by helping identify and assess target land and by contributing to site due diligence. The organisation is looking for a self-driven, approachable professional with strong mapping and surveying capability.

Key responsibilities

  • Conduct required surveying of IDA land using GPS surveying equipment.
  • Prepare and maintain property documentation for legal conveyancing, including property instructions, title burden reviews, requisitions, and Declarations of Identity.
  • Create information maps, transaction maps, contract maps, rectification maps, and Land Registry-compliant maps.
  • Maintain, update, and manage the GIS database, IDARE.
  • Oversee geospatial datasets within the growing Geospatial and Data Department, ensuring databases and web applications remain current, and design new processes and procedures where needed.
  • Build dashboards, workflows, and automation tools to improve efficiency.
  • Provide ongoing training and support to Property and Regions teams on the GIS interface.
  • Support site due diligence and title investigation for acquisitions.
  • Work with external consultants and engineers on the accurate setting out of disposal sites and boundary rectifications, and liaise with third parties to resolve boundary issues.
  • Update and maintain CAD mapping.
  • Contribute actively as part of the Strategic Property Team.
  • Use technology effectively to manage property operations in the most efficient way possible.
  • Prepare and present proposals to the appropriate IDA committees and board, as required, on property mapping matters.

Required experience and qualifications

  • Degree-level qualification in Engineering.
  • At least 3 years of experience in a mapping-related role.
  • Working knowledge of GPS equipment, AutoCAD, and ArcGIS.
  • Understanding of conveyancing and title registration.
  • Ability to work independently, use initiative, and stay effective under pressure.
  • Strong organisational ability with experience handling competing priorities and deadlines.
  • Full driving licence.
  • Willingness to travel and work outside normal office hours when required.
  • Ongoing flexibility and interest in international career growth and development.

Desired background

  • Postgraduate qualification in GIS.
  • Experience with the Safe FME platform.
  • Knowledge of scripting languages such as Python and SQL.
  • Familiarity with Oracle, Tableau, and Power BI.

Salary and appointment terms

The salary range is €53,071 to €76,227 per year, with contributory superannuation. Appointment is made at the minimum point of the scale. Salary can rise through long-service increments to €78,059 after 3 years of satisfactory service at the top of the range.

Location and working conditions

The role is based in Athlone and Bigmeadow, County Westmeath, Ireland. The position is on-site. Some duties require travel and work outside standard office hours.
