Manager - Talent Acquisition Emiratisation - UAE National Only

Job purpose

This role is responsible for supporting and steering the organization’s Emiratisation talent acquisition agenda. The focus is on building initiatives that attract, grow, and retain UAE National talent through workforce planning, graduate hiring, internships, early-career engagement, and strategic partnerships. The position contributes to nationalization goals while helping create a long-term Emirati talent pipeline.

Emiratization strategy and workforce planning

• Help shape and roll out an Emiratisation talent acquisition strategy that aligns with business priorities and regulatory expectations.
• Work closely with business leaders and PABP’S to understand current and future UAE National workforce requirements.
• Develop and maintain workforce plans that support achievement of Emiratisation targets across business units.
• Monitor Emiratisation progress, compliance status, and key workforce metrics, then share updates and reports as needed.

Talent attraction and pipeline building

• Design focused sourcing approaches to draw UAE Nationals at entry, mid-level, and senior levels.
• Build a healthy pipeline of Emirati candidates through proactive market mapping and continuous engagement.
• Develop relationships with universities, government bodies, and talent development ecosystems.

Graduate programmes and early careers

• Partner with the talent development team to build, launch, and run structured graduate development programmes for UAE Nationals.
• Create strong connections with targeted universities to attract high-quality Emirati graduates to Mashreq.
• Identify top international universities where Emirati students study abroad, such as in Washington and London, and build partnerships that support graduate hiring.

Internships and career development programmes

• Set up and manage internship and trainee programmes for UAE National students.
• Collaborate with educational institutions to provide meaningful work exposure opportunities.
• Track intern performance and measure conversion into permanent roles.

Career fairs and employer branding

• Represent the organization at career fairs, university activations, and national hiring events.
• Promote the company as an employer of choice for UAE Nationals.
• Create targeted employer branding initiatives that raise visibility among Emirati talent.

Reporting, compliance, and additional expectations

• Track and report Emiratisation KPIs, including hiring, retention, and development outcomes.
• Ensure adherence to UAE labour legislation and nationalization requirements.
• Prepare reports and updates for senior leadership and regulatory stakeholders.
• Apply lean practices and support the bank’s sustainability and digitization objectives.
• Contribute to strengthening Mashreq’s reputation as a best place to work.
• Lead employment branding initiatives.
• Bring strong awareness of Emiratization policies and UAE labour market trends.
• Use workforce planning and strategic talent management to support delivery.
• Manage graduate programmes, internships, and early-career initiatives effectively.
• Demonstrate campus recruitment and employer branding capability.
• Make decisions based on data and present clear reports.
• Communicate effectively and build strong internal and external relationships.

Knowledge, skills, and experience

• Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
• 6 to 8 years of experience in Talent Acquisition, with strong exposure to Emiratisation initiatives.
• Hands-on experience in managing graduate programmes, internships, and workforce planning.
• Experience working with UAE government entities and academic institutions is preferred.
• Proven track record in programme or project management.
