About Cyber Security Agency of Singapore (CSA)

Founded in 2015, the Cyber Security Agency of Singapore is entrusted with the responsibility of safeguarding the nation's cyberspace to support national security, drive the digital economy, and protect the country's digital way of life. CSA oversees national cybersecurity initiatives, collaborates with sector leaders to safeguard Singapore's critical information infrastructure, and fosters partnerships to enhance cybersecurity awareness, develop a skilled workforce, and strengthen regional cybersecurity capacities. The agency operates under the Prime Minister’s Office and the Ministry of Digital Development and Information.

Role Responsibilities

• Oversee the complete procurement cycle for the agency, ensuring timely processing of purchase requests, quotations, and tenders including calling for bids, evaluation, and contract awards.
• Act as a Business Partner by providing procuring units with timely guidance and advice to ensure adherence to procurement policies and procedures.
• Identify potential procurement, contractual, and supplier management risks, and recommend mitigation strategies to prevent operational disruptions.
• Manage the agency’s procurement systems and provide administrative support to meet compliance and operational standards.
• Introduce innovative procurement strategies to enhance productivity while adapting to technological advancements and emerging cyber risks.
• Conduct data analysis to generate insights that support procurement decisions and improve process efficiency.
• Enhance engagement and knowledge sharing within the agency through training sessions and community dialogues.
• Carry out additional administrative duties as needed.

Candidate Requirements

• Possession of a tertiary qualification in any discipline; qualifications in Business, Supply Chain Management, Information Technology, or Cybersecurity are advantageous.
• Preferably with a minimum of three years’ experience in procurement, contract management, or related fields.
• Strong interpersonal and communication skills to effectively engage and advise stakeholders at all levels.
• A proactive and self-driven mindset capable of thriving in a fast-moving and evolving environment.
• Ability to work autonomously as well as collaboratively within a team setting.
• A positive outlook with readiness to contribute beyond typical procurement responsibilities to advance the agency’s objectives.
