Role overview

NZ Transport Agency Waka Kotahi (NZTA) is hiring a Manager - Leadership & Talent to lead its organisation-wide approach to leadership development, talent management, and succession planning. This is a newly established and strategically significant position, created to provide dedicated focus and a more coordinated approach to leadership capability across the business.

Reporting to the Head of Learning & Organisational Development, you will shape how leadership development, assessment, and succession connect to build stronger leadership depth and readiness for the future.

What you will do

  • Define and lead NZTA’s leadership development framework, including key pathways and priority programmes.
  • Put in place robust succession planning and talent governance to strengthen leadership pipelines.
  • Lead approaches for identifying talent and assessing leadership potential, including tools such as 360 feedback and self-assessment.
  • Oversee leadership development solutions, working with external providers and engaging the market where needed.
  • Make sure leadership development is integrated with wider talent and succession practices so support is consistent throughout the employee journey.
  • Help strengthen the leadership capability that supports performance, better decision-making, and future readiness.
  • Deliver analysis and reporting on leadership capability, succession strength, and the impact of development initiatives.
  • Lead, coach, and grow a high-performing team with clear priorities and strong capability.

You are a strategic people leader who understands how to build leadership capability at scale. You combine a strong organisational development mindset with the ability to influence senior stakeholders and deliver practical, well-governed solutions in a complex environment.

About the organisation

NZTA Waka Kotahi is focused on delivering a transport system that serves New Zealand now and into the future. Its Pūmanawa Tāngata (People and Safety) group supports this goal by building the capability, systems, and culture needed for strong performance today and ongoing growth tomorrow. The Learning and Organisational Development team plays an important part in lifting leadership and workforce capability across the organisation.

Flexibility is available, with Wellington or Auckland preferred. This role offers the chance to influence leadership capability at an enterprise level and contribute meaningfully to NZTA and Aotearoa.
