About The ALIGN Project and The Youth Café
The ALIGN initiative, funded by the Global Financing Facility (GFF) and managed by the World Bank, aims to enhance adolescent health and nutrition across up to 12 African countries by empowering local civil society organisations (CSOs) and youth-led organisations (YLOs) to scale and integrate community-driven innovations into national health systems. The Youth Café (TYC), based in Nairobi, is the youth-focused implementing partner responsible for youth engagement, sub-grant management, community facilitation, and advocacy as part of a consortium led by Action Against Hunger USA and supported by Emergency Nutrition Network (ENN).
Role Summary
The Logistics and Procurement Officer will coordinate procurement and logistical activities across the ALIGN project components, ensuring compliance with donor guidelines, managing vendor relationships, and supporting efficient event and travel arrangements. This role works closely with the Project Manager, finance and administration personnel, consortium partners, and stakeholders across multiple countries.
Key Responsibilities
- Develop and maintain an annual procurement plan covering all requirements for goods, services, and works aligned to project activities.
- Prepare tender documents (RFQs, RFPs), define evaluation criteria, manage bid assessments, and compile award recommendations in compliance with donor rules.
- Oversee competitive bidding for significant procurements including technical assistance, research consultancy, and advocacy materials.
- Maintain a vendor database, conduct market surveys, and ensure procurement delivers value for money with comprehensive audit trails.
- Coordinate logistics for project events, webinars, workshops, stakeholder meetings, and travel arrangements including bookings and per diems across countries.
- Manage venues and logistics for community of practice events, policy dialogues, and global advocacy forums.
- Keep an updated logistics tracker for all project activities and deliver timely updates to project leadership.
- Ensure compliance in documentation and record-keeping to satisfy internal audits, donor reviews, and World Bank requirements maintaining audit-ready files.
- Develop and maintain vendor relationships, negotiate contracts, monitor performance, and coordinate contract payments with the finance team.
Deliverables
- Annual procurement and logistics plan by July 2026
- Quarterly procurement and logistics status reports
- Complete documentation for tenders, evaluations, events, and procurement processes
- Audit-ready procurement and logistics records
- Final procurement and logistics report by project closure in May 2028
Candidate Profile and Requirements
- Bachelor’s degree in Procurement, Logistics, Supply Chain Management, Business Administration, or related discipline.
- At least three years’ direct experience in procurement and logistics management within international development or humanitarian contexts.
- Strong familiarity with international donor procurement frameworks and standards across multiple countries.
- Proven ability to prepare procurement documentation, manage bidding processes, and produce compliant evaluation reports.
- Effective vendor management, contract negotiation skills, and demonstrated ability to achieve cost efficiency.
- Experienced in organizing travel and events within multi-stakeholder, multi-country programs.
- Hold valid work authorization in one of the target countries; The Youth Café does not provide work permits.
- Highly organized with meticulous attention to detail and accuracy in record-keeping for audit compliance.
- Proficient in English, both written and spoken.
Additional Information
- Contract: Consultancy for 14 months
- Work Mode: Hybrid, with occasional travel to target countries including Kenya, Ethiopia, Madagascar, Mauritius, Niger, Nigeria, Senegal, Tanzania, Uganda, Zambia, and Zimbabwe.
- Salary: Competitive and aligned with donor budget, paid monthly upon deliverable submission.
