About the Role
As the Local Content Manager based in Saudi Arabia, you will play a pivotal role in shaping and enforcing local content strategies, ensuring compliance with Saudi regulations, and fostering growth across diverse projects within Buro Happold. Key Responsibilities
- Lead the annual local content certification and audit processes for the Saudi Arabia entity.
- Ensure adherence to all pertinent Saudi local content laws and regulations.
- Develop and maintain policies, controls, and reporting systems to support continuous compliance and readiness for audits.
- Keep abreast of regulatory changes and analyze their impact on operations, projects, and strategic growth plans.
- Prepare comprehensive local content reports, risk assessments, and performance updates for senior leadership and governance committees.
- Serve as the resident local content expert for Saudi-related projects worldwide.
- Assist bid teams in interpreting local content requirements, contractual responsibilities, and risk factors.
- Calculate and verify project-specific local content targets using LCGPA methodologies.
- Create simulations and scenario models to inform bidding strategies, project delivery, and contract decisions.
- Collaborate with senior stakeholders to integrate local content obligations into project execution frameworks.
- Support the preparation and submission of certificates, bid documents, and client reports related to local content.
- Guide project teams to establish realistic and compliant local content goals.
- Monitor and analyze project performance against local content targets throughout project lifecycles.
- Analyze costs, forecasts, and estimates to complete to identify trends and risks.
- Work with teams to develop mitigation plans for at-risk commitments.
- Support audits, compliance reviews, and reporting at the project level, escalating significant risks appropriately.
- Partner with finance, legal, commercial, procurement, and operations to enhance local content compliance and effectiveness.
- Create tools, templates, dashboards, training, and awareness programs to promote compliance culture.
- Drive an organizational culture based on compliance, accountability, and ongoing improvement.
Candidate Profile
- A degree in Finance, Business, Economics, Engineering, or a related field.
- Demonstrable experience with Saudi local content frameworks such as IKTVA, ICV, or similar localisation programs.
- Strong financial acumen, commercial insight, and analytical capabilities.
- Advanced proficiency in Excel, including financial modeling, forecasting, and scenario analysis.
- Experience assessing project financial data, budgets, and performance indicators.
- Ability to comprehend regulatory requirements and convert them into actionable business solutions.
- Excellent stakeholder engagement and communication skills.
- Background in project-based sectors like engineering, infrastructure, construction, or professional services is advantageous.
- Experience supporting audits, certification processes, and regulatory compliance is desirable.
