Job description

Role Overview

We are looking for a dependable and detail-oriented Public Relations Officer (PRO) to handle government-facing matters and ensure regulatory compliance for an educational institution in the UAE. This position requires hands-on experience with UAE authorities and a solid understanding of legal and compliance processes within the education sector.

The role is central to maintaining smooth interactions with official bodies, supporting legal administration, and representing the institution in a professional and trustworthy manner.

Government Liaison and Compliance

You will coordinate with key UAE authorities such as MOHRE, GDRFA/ICA, RAKEZ, RAK DOK, RAKTA, the Ministry of Education, RAK Municipality, FTA, and other relevant government entities.

Your work will include managing and monitoring student and employee visas, Emirates ID applications, labour contracts, work permits, university operating licences, establishment cards, and related approvals. You will also ensure continued compliance with UAE legislation, education regulations, and internal policies, while tracking expiry dates and arranging renewals in time to avoid penalties.

Public Representation and Stakeholder Relations

The role involves attending government offices and completing official transactions on behalf of the university. You will build constructive relationships with regulators, community partners, and public sector stakeholders, while supporting communication matters linked to institutional operations and accreditation.

Documentation and Record Keeping

You will prepare, file, review, and submit the documents required for approvals, permits, licences, and certifications. In addition, you will keep accurate logs, maintain digital records, and ensure confidential files are stored securely. Regular status updates and compliance reports will need to be shared with management.

Support for Employees and Students

The position supports HR with joining formalities such as medical testing, biometrics, visa processing, and other legal submissions. You will also assist Admissions and Student Services with Ministry of Education requirements for student-related documentation, including equivalency and visa matters. A key part of the role is guiding employees and students through compliance steps in a clear and professional manner.

Cross-Functional Coordination

You will work closely with HR, Accounts, Administration, and Academic teams to keep daily operations running smoothly. The job also requires identifying compliance risks early, taking preventive action, and maintaining efficient processes so the institution remains ready for audits, approvals, and operational needs.

Key Priorities

  • Stay aligned with academic licensing and operational compliance requirements.
  • Develop and maintain strong working relationships with government and institutional stakeholders.
  • Manage timelines carefully to prevent delays and penalties.
  • Deliver a high standard of service to staff and students during legal and administrative processes.
  • Protect sensitive information and maintain strong governance practices.
  • Keep records accurate, organised, and ready for review or audit.

Requirements

Education: A bachelor’s degree in Business Administration, Public Relations, or a closely related discipline.

Experience: 2 to 3 years of UAE-based PRO experience, with practical exposure to RAKEZ, MOHRE, GDRFA, RAK DOK, RAKTA, and MOE processes.

Skills and capabilities: Strong command of English and Arabic, both spoken and written; good working knowledge of UAE government systems and online service platforms; excellent communication, negotiation, and people skills; strong organisational ability; and the capacity to manage deadlines effectively.

Other requirements: A valid UAE driving licence is mandatory. Female candidates are preferred.
