Overview
Airswift, a global manpower provider specializing in Energy, Infrastructure, and IT sectors across 70+ countries, represents a prominent LNG Operator in Qatar seeking a SHES Lead for an offshore fabrication project involving both brownfield and greenfield scopes. This role is contracted for 36 months with a possibility of extension, based at the fabrication site in Ras Laffan, Qatar. The position requires onsite presence working 6 days a week, 10 hours per day.
Job Purpose
The SHES Lead (Fabrication) supports the Offshore Head of SHES for fabrication and hook-up & commissioning (HUC) ensuring that all safety, health, environment, and security (SHES) requirements for the project are properly implemented on-site, aligning with regulatory standards, industrial hygiene, and emergency protocols to meet project goals.
Key Responsibilities
- Oversee coordination of fabrication, assembly, pre-commissioning, commissioning, and load-out activities, promoting safety and compliance among project management teams and contractors.
- Manage contractor adherence to approved SHES procedures, advising company teams, contractors, subcontractors, and suppliers as necessary, fostering strong SHES collaborations.
- Monitor daily activities of contractor SHES officers to ensure effective project SHES compliance, motivate supervision of these activities, and report safety performance along with key performance indicators to SHES management.
- Organize and deliver SHES-related training aligned with the competency matrix, ensuring accurate maintenance of training records.
- Supervise contractor and subcontractor SHES staffing levels and effectiveness on-site to maintain at least 90% presence, with focus on supporting less experienced SHES personnel.
- Collaborate with project and contractor teams to review on-the-job training for workforce benefits, support implementation of Incident and Injury-Free (IIF) cards and behavioral safety initiatives.
- Ensure the enforcement of the NFXP Offshore Project Life Saving Rules, especially QatarEnergy LNG's 10 Life Saving Rules program, intervening and reporting any violations promptly.
- Lead daily safety inspections utilizing various safety tools such as job safety analyses, method statements, permits to work, compliance checklists, and KPI monitoring, advising on corrective actions and progress tracking.
- Guide incident investigations providing evaluation of incident data and trend analysis to SHES leadership.
- Review permits to work daily to ensure documentation and safety requirements are fully met.
- Report any non-compliance with project procedures, country safety regulations, or international standards to contractor supervision for immediate correction.
Required Qualifications and Experience
- Bachelor’s degree in sciences, safety, health, environment, security, engineering, OR professional certifications such as NEBOSH National or International Diploma in Occupational Health and Safety, NVQ Level 5 in SHES, or British Safety Council Level 6 Diploma in Occupational Safety and Health.
- At least 10 years’ experience in SHES roles within the Oil & Gas sector, including minimum 3 years in supervisory or oversight positions covering service and vendor personnel.
- Proven experience working with oil and gas companies, contractors, and service providers in large-scale operational or project environments.
- Strong knowledge of SHES management systems and relevant safety programs.
