Job description
Overview
Pomilio Blumm is preparing a bid for a European Commission initiative focused on communication outreach and public engagement around EU policies in North Africa, the Middle East, and the Gulf. The assignment spans communication campaigns, digital content, events, and media relations across EU Member States and the countries in the target region.
This opening is for a freelance Key Expert 4: Media Relations Manager. The selected expert will be responsible for steering the media relations workstream of the project.
Project details
The engagement is planned for 36 months and is scheduled to begin on 1 November 2026.
Role scope
The media relations manager will oversee press outreach, organise press trips and media events, develop press materials, coordinate journalist engagement, and carry out media monitoring and analysis.
Mandatory qualifications and experience
- A university degree, or an equivalent qualification, in media, communication, marketing, or advertising is required; alternatively, candidates may present at least 5 additional years of relevant professional experience on top of the general experience requirement.
- English proficiency must be at C2 level, supported by certification or by relevant professional experience.
- Candidates must have at least 5 years of overall professional experience in a field relevant to this assignment.
- Applicants should also have a minimum of 3 years of specific experience in managing media relations activities.
Preferred background
Experience in communicating EU policies and programmes, especially work connected to EU neighbourhood policies and cooperation involving the Middle East, North Africa, and the Gulf, will be viewed favorably. Prior experience managing communication activities for audiences in these regions will also strengthen an application.

Compensation
The daily fee is in the range of EUR 350 to EUR 550.
