About the Role
Sligo Software Solutions, Inc. is seeking a Junior Procurement and Supply Chain Analyst to support the NY State Department of Transportation's Transportation Safety Management and Operations (TSMO) Technology Program in Albany, New York. This position will focus on procurement activities related to IT and Operational Technology (OT) systems for transportation management, involving hardware, software, services, and maintenance contracts required for infrastructure operation.
Key Responsibilities
- Manage end-to-end procurement processes including gathering requirements, evaluating vendor quotes against OGS contracts, assisting with vendor selection, negotiation, and tracking purchase orders to ensure timely receipt.
- Support vendor relationship management by assisting in onboarding, performance monitoring, and resolving issues to ensure contractual compliance.
- Assist in reviewing contracts, monitoring milestones, renewals, and ensuring procurement aligns with set contract frameworks.
- Conduct market research on IT and OT trends and suppliers in transportation systems to identify cost-saving and efficiency improvements.
- Ensure procurement activities conform to New York State policies and generate relevant reports, spend analyses, and maintain accurate procurement documentation.
- Collaborate effectively with cross-functional teams including business, IT, OT, purchasing, and contracts departments.
Qualifications and Experience
- A minimum of six years of experience in IT-related procurement or supply chain functions, with hands-on involvement in development platforms, technical architectures, or business applications beyond programming roles.
- At least 24 months of direct experience in procurement or supply chain activities associated with IT and OT fields, specifically in transportation-related domains such as traffic management and intelligent transportation systems.
- Proficiency in the full procurement lifecycle, encompassing sourcing, negotiation, contracting, and purchasing.
- Minimum 18 months of experience communicating and coordinating across cross-functional teams, clearly articulating technical and business needs.
- At least 18 months experience in data analysis, proposal comparison, and trend identification.
- A Bachelor's degree in Business Administration, Information Technology, or a related discipline.

- This role requires 100% onsite presence in Albany, New York.
- A contract duration of 24 months.
