About Stellar
Stellar Information Technologies, based in Dubai, is a technology staffing and digital innovation firm serving over 80 clients across the GCC region. Currently, the company is enhancing its internal delivery systems to enable hybrid Agile and Waterfall project management methodologies.
Role Overview
This position requires full responsibility for managing the entire JIRA environment at Stellar, including deployment, configuration, user training, and ongoing support postpartum. The role transcends typical help-desk duties by aligning JIRA functionality precisely with the practical delivery processes used by teams, blending Agile and Waterfall approaches within projects. The successful candidate will also leverage AI tools and Confluence technology to optimize workflows and collaborate with stakeholders to develop scalable, governed JIRA frameworks.
Key Responsibilities
- Develop and uphold executive-level and project manager dashboards consolidating multiple projects for leadership and operational oversight.
- Implement and maintain visualization methods to track critical project paths for hybrid Kanban-Waterfall setups using native JIRA features, plugins, or bespoke reporting tools.
- Design and sustain a hybrid delivery system in JIRA combining Waterfall stages (Requirements, Design, SIT, UAT) and Agile sprint-based development.
- Administer and standardize workflow schemes, issue types, screens, and field configurations for Scrum and hybrid project types under governance policies.
- Create and manage consistent project templates for Waterfall projects.
- Develop custom reports and dashboards detailing project status, sprint metrics, milestones, testing, portfolio KPIs, and provide executive-level summaries.
Qualifications and Experience
- Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, Business Information Systems, or equivalent field.
- At least 7 years of experience in JIRA administration and configuration.
- Proven background with a minimum of five end-to-end JIRA implementations encompassing Scrum, Kanban (company-managed), and Team-managed (portfolio) types.
- Solid expertise in JIRA workflows, schemes, and automation rules application.
- Understanding of JIRA implementation methodologies and compliance with best practices.
- Experience in government or public sector process design involving Waterfall and Agile methods is advantageous.
- Familiarity with integration of AI-driven tools into JIRA environments is a plus.
Technical Expertise
- Comprehensive JIRA administration skills on Cloud and/or Data Center editions, managing users, groups, roles, and permissions.
- Advanced configuration of workflows, schemes, issue types, screens, and field structures.
- Operational knowledge of JIRA Software (Scrum & Kanban), Service Management, and Work Management modules.
- Competence in Advanced Roadmaps for cross-project and program-level portfolio oversight.
- Proficient in JQL for creating filters, dashboards, and customized reports.
- Experience developing dashboards, gadgets, and various performance reports such as burndown and velocity charts.
- Skills in configuring permissions, notifications, and security schemes adhering to governance standards.
- Practical understanding of JIRA Automation for rules, triggers, conditions, and actions.
- Integration experience connecting JIRA with Confluence, other Atlassian tools, and third-party AI tools like Slack or Teams.
- Knowledge of the Atlassian Marketplace for selecting and deploying add-ons.
- Scripting abilities using Groovy and ScriptRunner considered beneficial.
- Experience with REST APIs for interfacing with external systems.
- Expertise in user provisioning and authentication methods including SSO/SAML and LDAP/Active Directory.
- Handling data migration, import/export tasks, and JIRA consolidation or upgrades.
- Strong familiarity with both Agile (Scrum/Kanban) and Waterfall frameworks with the capability to manage hybrid project models in JIRA.
Soft Skills and Language Requirements
- Excellent communication and stakeholder engagement capabilities.
- Effective presentation skills and proficient business writing.
- Aptitude for working collaboratively with technical personnel, project managers, and business users.
- Ability to convert complex needs into feasible practical solutions.
- Fluency in Arabic and English for business interaction and documentation.
Preferred Certifications
- Certifications such as Atlassian Certified Jira Administrator or Atlassian Certified Professional.
- Additional training in communication, presentation, or stakeholder management.
