Investment Specialist

Job Overview

The Investment Specialist plays a crucial role in supporting the Section Head by overseeing financial and investment activities related to licensed entities in the energy sector. This involves reviewing and approving investment proposals while ensuring compliance with relevant regulations, standards, and codes. The specialist also performs due diligence on capital projects to ensure alignment with sector strategies, avoiding conflicts and promoting sector goals.

Core Responsibilities

• Assist in implementing thorough due diligence and scrutinize investment proposals focusing on strategic alignment, return on investment, and timelines.
• Review, approve, and track investments concerning power generation, desalination, district cooling, and network infrastructure projects.
• Support evaluation of financial health and models for new license applicants, assessing their capabilities and proposed tariffs.
• Help establish financial frameworks and methodologies for license applicants including IWPPs, ISTPs, and district cooling providers.
• Evaluate license applicants’ financial models for consistency with regulations and tender documentation.
• Analyze feasibility studies on cooling options from financial and economic viewpoints presented by real estate developers.
• Define criteria to promote competitiveness in bidding processes for district cooling services and IWPPs; assess tenders accordingly.
• Contribute to creation or approval of regulatory guidelines on financial information and models for applicants and licensed entities.
• Monitor financial health and performance of operational IWPPs and ISTPs and review their submitted periodic financial reports, identifying discrepancies and suggesting improvements.
• Compile and present annual financial performance reviews for price-regulated companies operating in power and water sectors to management.
• Prepare reports for Department of Energy leadership covering financial performance, risks, and investment proposals within the energy sector.
• Perform additional financial and investment tasks as directed by the Strategic Financial Planning and Licensing Section Head.

Qualifications and Experience

• Possess a bachelor’s degree in disciplines such as Finance, Accounting, Business Administration, or Economics.
• Have at least five years of relevant professional experience.
