International Spectrum Policy Advisor – Space and International Engagement

Overview

This prominent role within the Defence Spectrum Policy team offers an opportunity to shape spectrum policy related to space at both a national and international level. The position supports the Deputy Head Spectrum Policy in developing strategies and policies that influence Defence’s engagement with various partners concerning space spectrum matters, affecting current and future capabilities.

Key Responsibilities

• Collaborate closely with Defence entities such as the Defence Electromagnetic Spectrum Authority, Space Command Satellite Filings Team, and CSOC Space to handle satellite ground station licensing, spectrum needs for UK space launches, and coordinated use of spectrum between civil and military bodies.
• Engage routinely with government departments and agencies like the UK Space Agency and Department for Science, Innovation and Technology to ensure Defence’s interests are embedded in national spectrum policy development.
• Represent Defence in international forums including NATO, Five Eyes partners, and allied nations to promote coordinated space-spectrum policies.
• Provide expert advice and analysis to support the Deputy Head Spectrum Policy on agenda items related to space at the World Radiocommunication Conference, influencing Defence’s access to electromagnetic spectrum internationally.
• Partake in extensive national and international travel to attend meetings, working groups, and conferences including NATO, Five Eyes, and WRC preparatory events.
• Support Ofcom during the four-year WRC cycle by contributing to international negotiations impacting Defence spectrum rights, focusing on preparations for the upcoming WRC-27 in Shanghai.

Qualifications and Experience

• Experience in international cooperation, preferably with the WRC process or analogous international engagement.
• Demonstrated success leading complex projects, including crafting reports and briefings for senior leadership.
• Strong skills in communication and stakeholder engagement on both national and international levels.
• Technical experience in the space sector is advantageous.
• A degree in an engineering subject or at least two years of relevant experience in a space or spectrum-related role.

Terms and Benefits

• Contract is for 37 hours per week, based onsite.
• Annual salary of £46,040 with an additional employer pension contribution of £13,337 towards the Civil Service Defined Benefit Pension scheme.
