Job description
Project Deliverables
The consultant is expected to produce several key outputs, including:
- An inception and mission preparation note outlining the assessment methodology, research questions for consultations and institutional visits in Fiji, conference facilitation strategies, and implementation plans.
- Active participation and substantive input in the regional workshop held in Fiji, along with contributing to the workshop outcome document summarizing key discussion points, promising practices, shared regional challenges, and suggested follow-up actions.
- An assessment report on the Fiji Correctional Service that analyzes observations, stakeholder feedback, current priorities, challenges, reform directions, and proposed subsequent steps.
- A project document or concept note addressing prison and penal reform in Fiji, based on the assessment findings and aligning with identified priority needs.
- An inception report detailing methodology, assessment framework, and approach for stakeholder consultations in Nigeria.
- Execution of stakeholder consultations and technical field inspections of selected custodial facilities in Nigeria.
- A draft assessment report evaluating the capacity of 3,000-bed custodial centers in Nigeria to facilitate effective prisoner classification and intelligence-driven prison management; identification of operational, infrastructure, and policy gaps; and pragmatic recommendations in line with international standards and best practices.
- Presentation of draft findings to UNODC and the Nigerian Correctional Service (NCoS), including facilitation of technical discussions, incorporation of feedback, and final submission of a feasibility and viability assessment report with a concluding presentation summarizing essential findings and recommendations.
Work Location
The position is based onsite in Amritsar, Punjab, India.

All deliverables must be submitted in English, editable formats, adhering to high analytical and professional drafting standards. This role does not involve any fee payments.
