Instrument & Control (I&C) Engineer

Overview

This role involves planning and overseeing preventive and corrective maintenance tasks on instrumentation and control (I&C) equipment within a plant maintenance department. The I&C Engineer reports directly to the Operations & Maintenance Manager and plays a key role in supervising staff, coordinating work orders, and ensuring compliance with safety and environmental standards.

Key Responsibilities

• Assign and supervise preventive and corrective maintenance activities following directions from the Section Head; maintain detailed records and prepare reports and correspondence related to maintenance work.
• Execute maintenance tasks using a Computerized Maintenance Management System (CMMS), coordinating closely with the planning engineer for job completion and technical resolution.
• Maintain regular communication to report on action status and ensure timely corrective interventions.
• Support the Maintenance Manager in implementing corrective and planned maintenance aligned with the annual maintenance schedule.
• Evaluate technical quotations received through the purchase department and recommend suitable options.
• Prepare purchase requisitions for spare parts and consumables, considering budget limits and ensuring availability of strategic spares to meet maintenance demands.
• Review and suggest improvements to maintenance procedures and work instructions.
• Manage and coordinate the team assigned within the I&C area.
• Perform other duties as assigned by management.
• Ensure that Environmental Aspect-Impact and Hazard Risk Assessments are conducted, controlled, and kept up to date.
• Implement, monitor, and report on Integrated Management System (IMS) objectives, targets, and programs, providing resources to sustain IMS efforts.
• Report IMS performance periodically to management.
• Ensure compliance with legal and organizational requirements related to the I&C maintenance scope.
• Identify root causes for deviations or non-conformances within IMS and implement corrective and preventive measures.
• Identify competency gaps among subordinate team members and undertake appropriate training or corrective action.
• Conduct annual performance evaluations for reporting employees and provide on-the-job training to new hires, assessing their performance.
• Identify, document, and control workplace hazards; monitor operational controls for identified aspects.
• Report deviations, emergencies, incidents, and near misses promptly and take part in related investigations.
• Utilize resources effectively and carry out additional tasks as assigned.

Qualifications & Experience

• Bachelor's degree in Engineering, specializing in Instrumentation & Control.
• Minimum 3 to 5 years of relevant experience in I&C maintenance with a preference for experience in operation and maintenance of power or reverse osmosis (RO) plants.

Required Knowledge and Skills

• Awareness of Quality, Occupational Health & Safety (OHS) and Environmental Management Systems.
• Understanding of applicable legal and regulatory requirements.
• Proficiency in hazard risk and aspect impact assessments.
• Strong investigation and problem-solving skills.
• Knowledge of spillage containment methods and HSE emergency management.
• Experience with waste identification, classification, and disposal processes.
• Understanding of emission monitoring techniques.
• Ability to lead and manage maintenance teams effectively.
• Fluent communication skills in English.
• Computer literate, proficient with MS Outlook and SAP as an end user.
• Hands-on experience with Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and quality analyzers.
• Familiarity with firefighting systems and CCTV/security systems.

Working Conditions

The role occasionally requires working near moving machinery and exposed to outdoor weather conditions. The engineer may encounter hazardous substances such as fumes, airborne particles, toxic chemicals, and electrical shock risks. Noise levels vary from moderate to occasionally very loud environments.
