Job description

Position Overview

This full-time role is part of a benefits-focused human resources team serving City employees and retirees. The technician helps administer employee benefits, leave programs, wellness efforts, and related outreach, while delivering responsive and accurate support in a public-sector environment.

The role offers a flexible schedule with placement on a 5/8, 9/80, or 4/10 work arrangement. Applications will be reviewed first on Thursday, June 18, 2026. A 2% base pay increase is planned for the first full pay period beginning after July 1, 2026.

What You Will Do

Working under general supervision, the Human Resources Technician handles a mix of technical and administrative duties tied to benefits and leave administration. The position assists with benefit enrollments and updates, processes transactions, maintains and builds employee records, supports open enrollment, coordinates wellness activities, and responds to employee and retiree questions with a high level of service.

This position is a primary contact for information related to health, dental, vision, life insurance, retirement, and leave benefits. It also partners closely with the Human Resources Analyst and Senior Human Resources Analyst to help ensure programs are administered accurately, efficiently, and in line with applicable policies and regulations.

The City is seeking someone who is organized, precise, service-minded, and able to manage multiple priorities in a busy environment. Success in this role depends on discretion, professionalism, strong communication, and the ability to maintain confidentiality while supporting employees across the organization.

The strongest candidate will likely have experience with employee benefits, leave administration, payroll coding, HR programs, databases, HRIS systems, spreadsheets, and electronic records. Experience with public-sector benefits, CalPERS health or retirement administration, wellness programs, or open enrollment is especially valuable.

Minimum Qualifications

A typical qualifying background includes a high school diploma or GED and five years of increasingly responsible office administrative experience that provides familiarity with recruiting, interviewing, and other human resources practices, or an equivalent mix of education and experience.

Selection Process

Applicants who best match the most desired qualifications, based on the application materials and supplemental questionnaire, will move forward in the recruitment process. HR will review submissions after the position closes, and all applicants will be notified by email of their status.

The process may include application screening, a self-guided video appraisal interview, and a technical interview. The video appraisal is completed independently without a live interviewer or proctor. The technical interview is structured to assess job-related knowledge, problem-solving, and core competencies using standard evaluation criteria. The City may adjust the process depending on departmental needs, and any changes will be communicated to candidates.

Candidates who complete the appraisal process may be placed on an eligible list and referred for a selection interview for current and future vacancies.
