About the Agency
The Child and Family Services Agency (CFSA) is a cabinet-level agency in the District of Columbia government focused on protecting the safety, stability, and long-term well-being of children and families in the District. The agency works to safeguard children who have experienced or may be exposed to abuse or neglect, and partners across its divisions to deliver family-centered services to residents.
Job Summary
This role sits within the Human Resources Administration (HRA) under the Office of the Deputy Director for Administration (ODDA) at CFSA. It is responsible for delivering technical and administrative assistance across several HR functions, including policy and compliance, recruitment and selection, classification and compensation, training and development, employee relations, HRIS, and employee benefits.
Key Duties
- Support background screening and random testing processes, while helping build and maintain a compliance tracking database and drafting HR policies and procedures.
- Handle a broad set of HR actions in the assigned program area, support automated HR data entry and validation, maintain records, and correct inconsistencies in files and data.
- Respond to walk-in visitors and phone inquiries, route issues to the appropriate HR level, and share information with employees and applicants on benefits, policy matters, payroll deductions, pay eligibility, and pay tables.
- Collect information and materials for special studies and reports, and maintain procedural documentation for HR operations.
- Assist with recruitment and selection by preparing vacancy announcements, applying qualification standards and merit promotion ranking methods, and helping identify effective sourcing channels such as online platforms, newspapers, journals, and internal networks.
- Provide general HR support across onboarding, classification, compensation, training, performance management, and benefits enrollment.
- Carry out other related assignments as needed.
Qualifications
Candidates must have at least one year of specialized experience equivalent to Grade 09 in District of Columbia government service, or an equivalent non-District role. The experience must be directly related to the position and demonstrate the ability to support multiple HR functions such as policy and compliance, recruitment and selection, classification and compensation, training and development, employee relations, HRIS, and employee benefits. A comparable mix of education, training, and experience may also be considered.
Licenses and Certifications
An HR-related certification is preferred.
Working Conditions
The work is carried out in an office environment.
Schedule and Other Important Details
The standard work schedule is 8:15 AM to 4:45 PM, though candidates must be willing to adjust their tour of duty as needed. This role offers a career ladder promotion opportunity up to Grade 12. It is not included in a collective bargaining unit. The appointment type is Career Service (CS) - Regular, with pay plan/series/grade CS-201-11.
This is a security-sensitive position. It requires a criminal background check, traffic records check, and, where applicable, a consumer credit check, along with reasonable suspicion and post-accident or incident drug and alcohol testing. Applicants who request residency preference must continue living in the District of Columbia for at least 7 years; otherwise, employment may be forfeited.
