Job description

Overview

The Human Resources Officer, reporting directly to the Human Resource Director, will play a pivotal role in supporting the HR strategic goals and ensuring effective HR service delivery across Jhpiego offices. This position involves formulating strategies aligned with HR objectives, providing hands-on HR support in recruitment, performance management, employee relations, and administration, while ensuring strict adherence to Tanzanian labour regulations and Jhpiego policies.

Key Responsibilities

  • Collaborate with the HR Director to spearhead recruitment efforts including managing job requisitions, advertising vacancies, shortlisting candidates, conducting interviews, making selections, and performing reference verification.
  • Organize and implement orientation programs for new hires to facilitate seamless integration.
  • Oversee the management and administration of employee benefits.
  • Maintain comprehensive and confidential employee records in both digital and paper formats, ensuring completeness and security of documentation.
  • Supervise performance management activities to maintain workforce standards.
  • Administer HR policies effectively, address employee grievances, and manage disciplinary matters.
  • Support initiatives promoting staff welfare and coordinate various staff events such as retreats and meetings.
  • Ensure timely follow-up with employees and managers on submission of critical HR documentation like updated CVs and biodata forms.
  • Manage medical and group life insurance schemes for staff.
  • Provide support for HR digital platforms, including JEMS and iCIMS.
  • Monitor the engagement process of consultants and personnel on specific task agreements to comply fully with organizational policies and maintain up-to-date records.
  • Coordinate onboarding, transitions, and offboarding processes for employees.
  • Assist the HR Director in managing the HR office to guarantee its smooth operation.
  • Carry out additional HR duties as assigned.

Required Qualifications and Skills

  • Bachelor’s degree in Human Resources Management or Business Administration with a focus on Human Resources.
  • At least 5 to 6 years of relevant HR management experience, preferably within NGOs or development agencies.
  • In-depth knowledge of Tanzanian labour laws.
  • Proficient computer skills with experience in Human Resources Information Systems.
  • Strong organizational abilities and capability to multitask efficiently.
  • High ethical standards with the ability to handle confidential matters sensitively.
  • Genuine passion for working with diverse populations and cultures.

Preferred Qualifications

  • Excellent communication skills, both verbal and written.
  • Strong interpersonal skills with the ability to interact effectively at all organizational levels.
  • Advanced computer literacy, familiar with Microsoft Office Suite.
