Role Overview
The Human Resources Manager will be stationed onsite at an ICE processing facility, playing an essential role in supporting case processing operations. This position offers leadership for on-site HR activities such as employee relations, onboarding, workforce coordination, compliance monitoring, and administrative HR duties. The manager will collaborate closely with program leadership to address staffing demands, ensure workforce steadiness, and professionally manage all personnel concerns. Serving as the main HR liaison for onsite staff, responsibilities include resolving workplace issues, aiding recruitment and onboarding, fostering positive employee relations, and ensuring adherence to federal and organizational policies in a dynamic, mission-focused setting.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related discipline preferred
- At least 5 years of experience in human resources or workforce management
- Preferable experience working in operational or government-related program environments
- Demonstrated capability in handling employee relations and HR compliance issues
- Experience overseeing large operational or shift-based teams
- HR certifications like SHRM-CP, SHRM-SCP, PHR, or equivalent preferred
- Must be U.S. Citizen or Legal Permanent Resident
- Successful completion of federal background checks including Tier 4 DHS clearance
- Passing criminal history, employment, and education verifications required
- Meeting all mandatory government credentialing standards
- Ability to clear a drug screening
Key Responsibilities
- Act as the main HR contact for all on-site employees, providing support and advice to supervisors and leadership
- Promptly address employee concerns and workplace issues to maintain a constructive environment
- Manage the onboarding process including document and credential completion for new hires
- Collaborate with corporate HR and program managers to support hiring efforts
- Handle employee relations issues, disciplinary matters, and record-keeping of HR activities
- Assist in workforce planning, scheduling, and staffing with operational leaders
- Track attendance, leave requests, and overall workforce availability for operational coverage
- Ensure precise HR records maintenance and compliance with internal and federal policies
- Support background screenings, credentialing, and other employment compliance procedures
- Coordinate training and orientation initiatives to promote employee development
- Serve as a communication bridge between onsite personnel and corporate HR leadership
- Assist leadership in resolving personnel matters and meeting workforce demands
- Maintain strict confidentiality of sensitive personnel information and documents
