About the Organization

Gift of Love Development Centre (GOLDC) is a local Christian nonprofit and nongovernmental organization serving vulnerable children, young people, and communities in the Ma’di sub-region, with a focus on Adjumani District. Established in 2018 and registered under FORR13391465NB, the organization partners closely with Caritas Slovakia and receives support from Slovak citizens who want to assist people in need.

The organization is currently looking for a qualified, experienced professional to join its team in a management role.

Role Overview

The Human Resources and Administration Manager will play a central role in the leadership team, overseeing key people-management and administrative operations. This position is responsible for building efficient HR practices, maintaining strong office systems, and helping create a professional, well-organized environment that supports the centre’s mission of protecting, caring for, and developing children and youth.

The ideal candidate should be ethical, proactive, compassionate, and capable of handling HR processes, supporting programs, and strengthening internal systems within a child-focused NGO setting.

Key Responsibilities: Human Resource Management

  • Manage the full recruitment cycle, including workforce planning, vacancy announcements, candidate screening, interviews, and induction of new staff.
  • Review and update job descriptions so they remain aligned with the organization’s needs.
  • Develop and put into practice HR policies, procedures, and guidelines that reflect labor law requirements and good NGO practice.
  • Keep employee files and HR documentation accurate, complete, and current.
  • Track attendance, leave, and staff discipline matters.
  • Support performance management activities such as appraisals, feedback discussions, and improvement plans.
  • Identify training needs and coordinate staff development initiatives.
  • Address employee relations issues, including disciplinary and grievance matters, while maintaining fairness, confidentiality, and timely resolution.
  • Help foster a healthy workplace culture that reflects child protection and safeguarding values.
  • Ensure HR practices comply with safeguarding, child protection, and ethical standards.

Key Responsibilities: Administration and Operations

  • Provide broad administrative and secretarial support across the organization.
  • Organize meetings, workshops, and conferences, including logistics, venues, travel arrangements, and documentation.
  • Maintain a professional, organized, and welcoming office setting for staff, visitors, and partners.
  • Oversee office systems, supplies, and administrative procedures to keep operations efficient.
  • Manage filing, records, and organizational documents in an orderly way.
  • Support internal communication through email, telephone, and correspondence handling.
  • Supervise procurement activities to ensure transparency, accountability, and value for money in line with organizational policies.
  • Set up and maintain an effective stock control system with proper inventory tracking, accurate records, and efficient use of resources.

Strategic and Organizational Support

  • Contribute to the design and review of organizational policies and operating procedures.
  • Take part in strategic planning processes at annual, quarterly, and monthly levels.
  • Support delivery of organizational goals so HR and administration functions remain aligned with the mission.
  • Prepare and submit regular HR and administrative reports to the Executive Director.
  • Work with management on budget preparation and administrative/HR input for donor reports.

Program and Project Support

  • Provide administrative and logistical support to activities in the children’s home, nursery, and vocational school.
  • Coordinate staff deployment to help programs run effectively.
  • Support documentation and reporting for program activities.

Compliance and Safeguarding

  • Ensure compliance with national labor laws and relevant NGO regulations.
  • Promote and uphold child safeguarding policies and practices.
  • Support staff awareness and training on child protection, ethics, and professional conduct.

Personal Specifications

  • A bachelor’s degree in Human Resource Management, Social Work and Social Administration, Business Administration, or a related discipline.
  • Postgraduate training in HR or Administration is an added advantage.
  • At least 4 years of experience in HR and administration, preferably in an NGO or child-focused organization, with 2 years in a leadership capacity.
  • Solid understanding of HR principles and labor law.
  • Strong organizational and administrative ability, with excellent interpersonal and communication skills.
  • Capacity to handle sensitive and confidential information with integrity.
  • Good problem-solving and conflict-resolution skills, plus the ability to juggle multiple tasks and work well under pressure.
  • Strong report writing and documentation abilities.
  • Competence in Microsoft Office and basic HR systems.
  • High standards of integrity, professionalism, and accountability.
  • A compassionate, child-sensitive approach to work.
  • Self-motivated, proactive, and attentive to detail.
  • Emotional maturity and resilience in a child-care environment.
