Role summary
The UAE team is looking for an experienced HSE Engineer to support site activities on building construction projects, particularly villa and high-rise developments. The role involves managing health, safety, and environmental requirements across multiple projects and ensuring contractor performance aligns with company, contractual, and legal standards.
Key duties
- Prepare, review, and keep current the Health, Safety, and Environment Management Plan.
- Create and manage the site monitoring program, including inspections, tours, and audits.
- Build a competency framework for the team, including a training matrix, records, and training planning.
- Lead weekly safety inspections, meetings, and workshops, and track the closure of identified observations and actions.
- Run weekly Health and Safety coordination meetings with contractor management and safety teams.
- Make sure contractors, subcontractors, suppliers, and vendors follow HSE policy, the HSE management system, contract conditions, and legal requirements.
- Confirm that construction HSE plans are prepared for each contractor before work starts.
- Review, approve, and verify contractor HSE plans, method statements, risk assessments, and related submissions.
- Check that contractors assign enough qualified HSE staff to meet both legal and employer expectations.
- Communicate HSE policy, objectives, standards, hazards, risks, and control measures to all relevant contractor personnel.
- Conduct pre-start and kick-off HSE meetings with contractors in line with employer requirements.
- Attend contractor meetings, review minutes when needed, and chair meetings where necessary to meet contractual obligations.
- Liaise with contractor and employer HSE teams to maintain alignment.
- Provide guidance, technical support, and leadership to contractors on HSE standards and requirements.
- Verify that security, traffic control, logistics, and emergency response arrangements remain suitable and available.
- Support project managers and design consultants in achieving HSE standards and maintaining communication on design-related safety issues.
- Monitor contractor and supply chain performance, assess effectiveness, and ensure nonconformances are corrected or escalated on time.
- Issue a work suspension instruction if unsafe conditions are not controlled or if serious risk remains unresolved.
- Ensure all accidents, incidents, and near misses are reported and investigated according to employer procedures.
- Review incident reports, provide technical input, and recommend corrective and preventive actions.
- Submit regular HSE updates to the employer and Head Office, including a monthly HSE report.
- Ensure contractors implement reward and recognition initiatives.
- Verify that the contractor prepares the HSE file in line with employer requirements.
Qualifications and experience
- Bachelor’s degree in occupational health and safety, engineering, or a related discipline.
- Level 5 or higher qualification in Occupational Health and Safety, such as NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, BSC Diploma, or an equivalent credential.
- Professional registration or certification such as CM/Cert.-IOSH, CSP, CRSP, MIIRSM, or an equivalent designation.
- ISO 45001:2018 Lead Auditor certification.
- At least 12 years of experience in the building construction industry, especially villa and high-rise projects.
- Prior experience working as a supervision consultant will be considered an advantage.

The selected candidate must hold a valid UAE driving licence and have access to their own vehicle.
