Overview

The HR Benefits Specialist is responsible for supporting the health, wellbeing, and retirement programs of the City of Garland. This role provides expert assistance to employees and retirees regarding benefit plans, administers benefits programs, ensures compliance, and liaises with vendors. The goal is to facilitate a smooth, informed, and positive experience for employees managing their benefits.

Key Responsibilities

  • Act as the main contact for employee and retiree inquiries concerning health, wellbeing, and retirement benefits.
  • Assist employees with eligibility verification, enrollment processes, qualifying life events, and general benefits guidance.
  • Collaborate with insurance carriers and vendors to address coverage issues and escalate employee concerns when necessary.
  • Support the annual open enrollment process through communication initiatives, presentations, scheduling logistics, employee support, and documentation management.
  • Create and distribute benefits-related communications, including FAQs, newsletters, reminders, and informational materials.
  • Coordinate with team members to manage the enrollment lifecycle, including eligibility checks, dependent verifications, and audit enrollment accuracy.

Qualifications

  • Minimum of a High School Diploma or equivalent (G.E.D).
  • 2 to 3 years of pertinent experience with an intermediate proficiency in Microsoft Office applications.
  • Comfortable leading employee presentations and meetings.
  • Alternatively, an equivalent mix of education and experience that effectively supports the role’s essential duties.

Preferred Qualifications

  • Over 3 years of direct experience in benefits administration, human resources, or customer support.
  • Advanced proficiency with MS Office software.
  • Experience conducting both in-person and virtual group presentations, meetings, or events.

Skills and Abilities

  • Moderate understanding of standard business practices and procedures.
  • Strong attention to detail with an inclination toward process improvement.
  • Effective problem-solving abilities.
  • Excellent verbal and written communication skills marked by tact and diplomacy.
  • Organized presentation skills ensuring logical information delivery and execution of core functions.
  • Exceptional customer service and professional telephone communication etiquette.
  • Work capability both independently and collaboratively in team settings.
  • High level of confidentiality when handling employees’ private health information.

Licenses and Physical Requirements

  • Possession of a valid Texas Class C driver’s license.
  • The role entails working in a typical office environment free of significant hazards, with accommodations available for those with disabilities.

Compensation

The salary range offered is $51,563 to $65,666 per year, depending on qualifications and experience.
