Plan International Pilipinas is a girl-centered, community-oriented non-governmental organization that has been serving the Philippines for over six decades. As a locally registered foundation linked with more than 80 Plan International offices worldwide, it collaborates with approximately 7,000 partner communities across the country to deliver transformative programs in protection from violence, inclusive health, education leading to economic empowerment, and resilience and humanitarian aid. The foundation supports nearly 30,000 sponsored children and 2.5 million program participants, with a special focus on creating lasting impact for girls.
Project Overview
Plan International Pilipinas Foundation, Inc. is executing a multi-year initiative aimed at reinforcing local health systems and enhancing access to quality, inclusive, and responsive healthcare services for vulnerable populations. The project emphasizes strengthening health governance, improving service delivery, and building robust health systems to ensure equitable, accessible, and people-centered healthcare.
Role Purpose and Responsibilities
- Provide technical leadership and supervision of project execution, ensuring strategies are evidence-based, contextually relevant, and aligned with organizational standards.
- Analyze data, trends, and situational factors to guide program technical approaches.
- Contribute expertise to planning, implementation, quality assurance, and monitoring efforts.
- Prepare and review technical documentation, including briefs and project reports, ensuring high-quality outputs and promoting shared learning among partners.
- Develop and maintain productive collaboration with government bodies, implementing partners, and local communities to support effective program delivery and capacity building.
- Participate in meetings, workshops, and coordination activities to foster stakeholder engagement and information exchange.
- Conduct field visits to monitor implementation progress, provide technical assistance, and identify staff competency gaps for capacity development.
Qualifications and Experience
- A bachelor's degree in Public Health, Health Policy, Health Management, or a related field; a master's degree is advantageous.
- Comprehensive understanding of public health, health systems, community development, program management, and inclusive development methodologies.
- Familiarity with technical standards, policies, safeguarding, protection, gender equality, and rights-based approaches.
- Proven experience of four to five years working in public health, health systems strengthening, or development programming, including designing, monitoring, and evaluating projects.
- Experience collaborating with government institutions, development organizations, civil society, communities, and private sector partners.
- Competence in delivering technical assistance, capacity building, and quality support.
- Knowledge of digital tools such as MS Office and Canva.

Additional Information
- Position is based in Makati City, Philippines, with frequent travel to project locations.
- This is a project-based position expected to continue until February 2029.
- Reports directly to the Project Manager.
