About Tanaq Management Services

Tanaq Management Services (TMS) provides professional, scientific, technical, and IT services to federal health, agriculture, and other government sectors. It is part of the St. George Tanaq Corporation, an Alaska Native Corporation dedicated to supporting Federal clients and the native community.

Role Overview

The Health Scientist I is a key member of the Translation, Health Education and Evaluation Branch (THEEB), which converts public health science into practice, assesses the impact of programs, and communicates health information to partners under the Division of Diabetes Translation (DDT). This full-time remote position in the U.S. may require occasional travel for site visits and is contingent on contract award.

Primary Responsibilities

  • Assist in planning and managing both national and rapid evaluation projects associated with cooperative agreements; coordinate evaluation activities across recipients; support data synthesis in collaboration with Data Analysts, incorporating implementation research designs and mixed-methods analyses.
  • Contribute to crafting National Evaluation Plans by developing cross-site logic models, formulating evaluation questions and standard indicators centered on implementation processes and impacts, designing data collection instruments, and setting timetables.
  • Conduct national data capture including surveys, interviews, and document reviews employing qualitative and quantitative techniques suited to evaluating implementation and contextual factors; synthesize data triangulations; oversee protocol adherence and use of CDC resources.
  • Design Rapid Evaluation Plans, analyze Annual Progress Reports (APRs) to select candidate sites, lead nomination and selection procedures, perform landscape analyses including rapid assessments of contexts, barriers, and enablers; perform site visits and integrate findings.
  • Identify emerging practices, select recipients for detailed case studies, collect and analyze case study data focused on implementation strategies and contextual variables, consult on lessons learned particularly about promotional activities, and document enabling and obstructing factors.
  • Compose evaluation reports and executive summaries at national and rapid scales; prepare leadership presentations and dissemination materials.
  • Provide evaluation and monitoring support via regular support calls, review of APRs and deliverables, offering feedback and recommendations, compliance monitoring, and trend identification.
  • Offer technical assistance including evaluation webinars, tools, and guidance development; support meetings content; respond to evaluation inquiries.
  • Participate in virtual and approximately two in-person monitoring site visits to review materials, note findings, and recommend performance improvements.
  • Detect performance gaps through monitoring various metrics and feedback; lead structured improvement initiatives grounded in data and implementation science; assist in corrective plan development; support program updates and standard operating procedure (SOP) enforcement while recording lessons learned.
  • Prepare routine and special evaluation reports, develop presentation materials, review national evaluation documents, and assist leadership briefings.
  • Execute other duties as assigned.

Required Qualifications & Skills

  • Two to three years' experience leading or participating in evaluation projects or national assessments, ideally in public health.
  • Competency in systematically assessing program components to gauge value and to improve outcomes.
  • Proficiency in evaluation plan development, formulating questions and indicators, data collection and analysis (quantitative and qualitative), interpretation, and reporting.
  • Experience crafting program logic models, specifying outcomes, facilitating stakeholder meetings, and providing evaluation support or training.
  • Understanding of implementation research principles including process evaluations and barriers/facilitators analysis.
  • Skill integrating qualitative and mixed-method approaches to investigate implementation issues.
  • Knowledge of policies and procedures governing program development, monitoring, and evaluation both intramurally and extramurally.
  • Fluent use of Microsoft Office suite: Outlook, Word, Excel, PowerPoint, Project, Teams, SharePoint.
  • Familiarity with CDC administrative systems related to human subjects, OMB, IRB, and e-clearance management.
  • Experience with government protocols and guidelines is advantageous.
  • Strong communication abilities and stakeholder management skills.
  • Prior experience with CDC or public health environments preferred.
  • Capability to obtain necessary government security clearance.
  • Legal authorization to work in the U.S. without employer sponsorship is mandatory.

Education and Training

  • A bachelor's degree in public health or related discipline emphasizing evaluation, data analysis, epidemiology, or similar fields is required; a Master of Public Health (MPH) is strongly preferred.

Physical Requirements

  • Extended periods of desk work involving computer use.
  • Occasional lifting of items up to 25 pounds.
