Overview

RichardsApex Inc. is seeking to strengthen their Compliance Department by hiring an HSE Coordinator to manage and uphold the company's environmental and safety protocols in accordance with federal, state, and local regulations. This role emphasizes cultivating a culture of environmental and safety responsibility among employees via training and continuous awareness, along with fulfilling all mandated compliance documentation.

Key Responsibilities

  • Administer environmental compliance initiatives and permits, including those related to stormwater, industrial wastewater, hazardous material handling, and chemical processes.
  • Create and sustain modern, regulation-aligned HSE policies, procedures, and support materials like hazard communication and heat stress guidelines.
  • Support and oversee the renewal process of permits.
  • Keep storage tank certifications valid and up to date.
  • Implement and assess environmental and safety procedures, delivering training programs for employees and contractors to ensure adherence, including specialized operator training per facility requirements and permit conditions.
  • Conduct environmental inspections, such as waste management and stormwater evaluations.
  • Perform risk analyses to detect potential workplace hazards.
  • Assist in investigating workplace injuries.
  • Guarantee the execution of mandatory regulatory and compliance training activities.
  • Organize and facilitate Safety Committee meetings regularly.
  • Handle communications and responses to government regulatory inspections and inquiries.
  • Ensure ongoing compliance concerning hazardous materials management.
  • Support management of Philadelphia office's ISO 9001:2015 quality compliance program.

Additional Responsibilities

  • Provide guidance on appropriate hazardous material and class preparations for outbound shipments consistent with DOT, NMFC, IMDG, and IATA regulations.
  • Lead Quality Management Meetings when the VP of Global HSE & Quality is unavailable.
  • Collaborate with the VP of Global HSE & Quality to gain proficiency in product compliance, safety data sheets (SDS), and product labeling management.
  • Develop calculations for Scope 1 and Scope 2 greenhouse gas emissions.
  • Maintain shipping compliance with regulations related to Free Trade Agreements and product classification codes (HS Codes).
  • Offer additional support to the VP of Global HSE & Quality as required.

Qualifications

  • Bachelor’s degree in a scientific or technical discipline. Candidates without a safety-specific degree are encouraged to have OSHA 30 certification for General Industry.
  • Minimum two years of experience preparing regulatory reports such as Sara 313 Form R, Tier II, Form 26R/Biennial Residual Waste reports, and managing obligations under Synthetic Minor operating permits.
  • At least two years' experience overseeing safety programs, with solid understanding of OSHA regulations.
  • Strong written and verbal communication capabilities, including proficiency in technical writing and public presentations.
  • Analytical aptitude for evaluating program effectiveness and compliance metrics.
  • Advanced computer competencies, particularly with Microsoft Office tools.
  • Demonstrated capacity to operate independently and take initiative.

Preferred Skills and Knowledge

  • Knowledge of hazardous material regulations, industrial wastewater processing, and environmental permit preparation.
  • Understanding of chemistry and chemical substances.
  • Experience in authoring safety data sheets.
  • Familiarity with ISO management systems.
  • Expertise in international trade and compliance protocols.
  • Certification as a GSP (Good Safety Practice) or ASP (Authorized Safety Professional).
