Head of Studies and Research - UAE National

About the Role

The Ministry of Community Empowerment is hiring an experienced, strategic leader to head the Studies and Research function. This position is responsible for guiding research activities, shaping departmental direction, and supporting data-led decisions that strengthen organizational outcomes.

Key Responsibilities

• Direct the Studies and Research Section and ensure it operates effectively.
• Build and execute strategic as well as operational plans for the department.
• Carry out benchmarking exercises, data interpretation, and feasibility assessments to inform strategic programs, policy development, and evidence-based decisions.
• Prepare and manage the annual research agenda, covering short-, medium-, and long-range studies.
• Lead and review technical, analytical, and sector-focused research work.
• Create and maintain research databases and knowledge management resources.
• Work closely with universities, research bodies, and industry specialists.
• Track departmental KPIs and produce performance updates and reports.
• Oversee budget planning, allocation, and use of departmental resources.
• Build productive working relationships with both internal teams and external partners.
• Make sure research deliverables support organizational priorities and reflect recognized best practices.

Qualifications and Experience

A Bachelor’s degree or Master’s degree is required, along with 6 years of experience in benchmarking, feasibility studies, and data analytics.

Professional certifications in organizational excellence, strategic management, innovation, or leadership are considered an advantage.

Skills and Competencies

The role calls for strong leadership, analytical ability, research capability, and project management expertise.
