Role Overview

MUFG Investor Services (Ireland) Limited is hiring a senior leader to serve as Head of Compliance and Chief Risk Officer for a newly formed MiFID-regulated entity in Dublin. The successful candidate will also act as AMLCO and MLRO, and will hold CF1 and CF2 designations under the Central Bank of Ireland Fitness and Probity regime. This position reports directly to the Board, with functional reporting to the parent entity’s risk and compliance leadership. The role involves building and maintaining strong frameworks for regulatory compliance, enterprise risk, and AML/CTF controls.

Head of Compliance Responsibilities

  • Lead the compliance function as PCF 12 and oversee how it operates across the business.
  • Provide compliance updates to the Board, senior management, and relevant committees on a regular quarterly and annual basis.
  • Create, implement, review, and refresh the compliance framework, annual compliance plan, risk assessments, and monitoring programme.
  • Maintain coverage for all applicable Irish and EU MiFID-related obligations, including areas such as ESG, MAD, MiFIR, IAF, SEAR, Fitness and Probity, CPC, IFR/IFD, GDPR, and related requirements.
  • Act as the primary contact for regulators and manage examinations, information requests, submissions, and supervisory engagement with the Central Bank of Ireland and other authorities.
  • Assess the regulatory impact of new products, services, and expansions into new markets, including licensing and compliance implications.

Chief Risk Officer Responsibilities

  • Act as PCF 14 and take overall ownership of the firm’s risk function.
  • Report risk matters directly to the Board and/or the appropriate committee.
  • Ensure the risk framework supports client needs, business objectives, and regulatory expectations.
  • Serve on the Audit, Risk and Compliance Committee to provide oversight of risk and compliance arrangements.
  • Represent the firm in Group and regional risk and compliance forums.
  • Work closely with Group Risk and Compliance teams on cross-functional matters and transformation initiatives.

AMLCO / MLRO Responsibilities

  • Lead the AML/CFT function as AMLCO and MLRO, including responsibility for money laundering and terrorist financing controls.
  • Build and supervise a robust AML/CFT framework and ensure controls are applied effectively.
  • Make sure the AML/CTF/CPF and sanctions framework is risk-based and aligned with Irish and EU rules.
  • Prepare and maintain AML/CTF framework documents, policies, procedures, business risk assessments, reporting processes, training, and monitoring activities.
  • Keep AML/CTF/CPF and sanctions policies current in line with group standards and applicable regulations.
  • Receive and evaluate reports submitted to the MLRO and escalate or disclose them when appropriate.
  • Ensure senior management and the Board understand their AML/CTF/CPF and sanctions responsibilities and are supported in meeting them.

Qualifications and Experience

This opportunity is aimed at a seasoned compliance, risk, and MLRO leader who wants to help shape the future of a new business. The ideal candidate will have deep knowledge of regulatory obligations for investment firms, experience in a senior compliance and risk role within financial services, and likely prior exposure to PCF 12, PCF 14, and PCF 52 responsibilities. The role also calls for a strong record of maintaining Fitness and Probity standards under Central Bank of Ireland expectations.

The successful applicant should be capable of building trusted relationships with regulators, industry peers, and board members, and should demonstrate strong leadership, problem-solving ability, and clear communication. They must be able to convert unclear or conflicting information into practical action plans and communicate a persuasive compliance and risk vision across the organisation.

Preferred Professional Background

  • Professional qualification for PCF 12 such as LCI or FCI.
  • Professional Diploma in Operational Risk Management in Financial Services, or an equivalent risk qualification, for PCF 14.
  • Professional Certificate in Financial Crime Prevention, or another AML/CTF qualification, for the MLRO remit.
  • Professional Certificate in Stockbroking or similar investment firm knowledge.
  • Prior experience using and advising on the Central Bank of Ireland Portal.
  • Previous approval for a PCF role such as PCF-12, PCF-14, PCF-52, or an equivalent function with the Central Bank of Ireland or another EU regulator.
