Job description

Role overview

This position is responsible for directing QNCC’s Legal Section and delivering high-level legal guidance across the company’s full range of activities. The role covers cement manufacturing, quarry operations, construction and capital projects, procurement, commercial dealings, corporate governance, dispute handling, labor issues, and regulatory adherence. The main purpose is to protect the company’s legal position, reduce exposure to risk, and ensure the business remains aligned with applicable laws and internal governance standards.

Strategic responsibilities

  • Set the direction, goals, policies, and working procedures for the Legal Section in line with QNCC’s overall strategy and governance model.
  • Advise the CEO and executive leadership on legal matters affecting operations, investments, projects, and broader business objectives.
  • Build and maintain a legal risk framework that identifies, evaluates, and helps control contractual and regulatory exposure.
  • Provide legal oversight and support for major capital works, plant upgrades, quarry expansion, and other strategic initiatives.
  • Ensure the company complies with applicable legislation, regulations, governance requirements, and recognized industry standards.
  • Prepare the Legal Section budget and manage resources efficiently.

Operational responsibilities

  • Lead the delivery of legal services across all company functions and business units.
  • Draft, examine, negotiate, and manage contracts, agreements, memoranda, tenders, procurement arrangements, service agreements, consultancy contracts, and commercial deals.
  • Support legal matters related to construction projects, engineering agreements, equipment supply, maintenance, and industrial service contracts.
  • Review tender documents, bid submissions, contract awards, variation orders, claims, and matters connected with dispute resolution.
  • Handle litigation, arbitration, labor disputes, insurance matters, and regulatory inquiries involving the company.
  • Coordinate external counsel and oversee outsourced legal work.
  • Advise on quarry operations, land use rights, environmental approvals, mining activities, and government permissions.
  • Track legal and regulatory changes in Qatar and brief management on their implications.
  • Review and approve governance-related documentation, including board resolutions, shareholder matters, and regulatory submissions.
  • Assist with investigations into misconduct, contractual breaches, fraud, and compliance issues.
  • Maintain organized legal records, contract logs, litigation files, and documentation systems.
  • Represent the company before courts, arbitral forums, government departments, regulators, and other external parties when required.
  • Oversee preparation of applications and documentation for registrations, renewals, licenses, approvals, incorporation tasks, and other legal or administrative procedures.
  • Keep up to date with laws, regulations, and best practices so the company remains compliant and management receives timely guidance.
  • Identify legal risks and take steps to protect QNCC’s interests and limit liability exposure.
  • Carry out any additional related duties assigned by the CEO.

Education and experience

  • A bachelor’s degree in law from a recognized university is required.
  • A master’s degree in law, corporate law, commercial law, or a closely related field is preferred.
  • Professional admission to practice law and/or a legal certification is preferred.
  • Candidates should bring 10 to 15 years of legal experience, including at least 5 years in a managerial legal role.
