Job description

Role overview

This position leads procurement collaboration across the Integrated Care System (ICS), steering the ICS Procurement Programme and shaping joint strategy. The postholder will be a trusted procurement specialist who can advise and support every organisation within the ICS, while helping deliver commercial priorities set nationally and across the region.

The role also includes direct line management of the ICS procurement team and stepping in for the ICS Procurement Director at national, regional, and ICS-level meetings when needed. A key part of the job is ensuring all planning, reporting, and delivery activities stay aligned with trust and ICS governance requirements and reporting deadlines.

Key purpose

The successful candidate will help turn the national commercial vision into practical collaborative procurement outcomes across South Yorkshire. The aim is to achieve stronger coordination, measurable efficiencies, and improved delivery through standardised processes and strategic programme leadership.

What you will do

You will support the ICS Procurement Director in developing the collaborative procurement strategy and create a strategic roadmap that aligns with the national procurement agenda. You will also build the ICS-wide procurement workplan through engagement with stakeholders and careful use of analytics.

The role involves advising stakeholders at every level, including CEOs and executive sponsors, and undertaking in-depth analysis of complex procurement activity and issues to produce clear recommendations. You will help embed the NHS England central commercial function recommendations across South Yorkshire and prepare papers for boards and governance groups across the ICS, NHS England/Improvement, and the Trust.

You will lead programme management for the assigned workstream, support the creation of project plans for workstream leads, and drive collaborative efficiency opportunities that are reported to senior leaders and executives. In addition, you will help shape procurement policy and service development, making sure processes are standardised across the ICS to improve efficiency.

Other duties include establishing and maintaining project groups needed to deliver workstream outputs, and planning, attending, and chairing meetings or working groups linked to the programme. You may also take part in relevant local, regional, and national meetings as required.

About the employer

Sheffield Teaching Hospitals NHS Foundation Trust is committed to treating staff and the community with respect and fairness. The organisation is recognised as a leader in the NHS and research sectors and offers strong staff benefits, professional development opportunities, and policies that support a healthy balance between work and personal life.

Programme goals

The ICS Collaborative Procurement workstream is intended to run a joined-up procurement programme for all organisations in the ICS. Its objectives include generating measurable savings from both revenue and capital spending, supporting the Productivity and Efficiency programme across all trusts in the ICS, and delivering against the NHS national strategic commercial framework.
