Role Overview

Stalis is looking for a Head of Data Strategy & Governance to expand its data governance and change practice across Ireland and the UK. This senior role will act as the lead voice for data strategy, influencing the methods recommended to clients as well as the way engagements are delivered. The position works closely with the Head of Data Science, who leads technology, platforms, and engineering, while this role owns the governance and deployment capability needed to create meaningful client outcomes.

Responsibilities

• Develop and scale the governance practice, including the frameworks, assets, and operating models that are advised to clients. This will cover data ownership, stewardship, quality, lineage, classification, retention, access, and the regulatory considerations relevant to Irish and UK health and social care.
• Define and guide the delivery approach for engagements, from initial discovery and workshops through to strategy and implementation.
• Lead the people and adoption side of client projects by driving stakeholder alignment, user adoption, data literacy improvement, governance committee setup, and operating model change.
• Recruit, develop, and expand a team of consultants and analysts delivering this work in both markets.
• Serve as a trusted advisor to executive sponsors, DPOs, CIOs, Heads of Quality and Regulation, and board members, building long-term client relationships for Stalis.
• Help establish a repeatable and scalable governance offering that can be deployed effectively in both Irish and UK regulatory settings.

First-Year Success Measures

• The governance practice assets have been refined and rolled out into a consistent, repeatable model for clients in both Ireland and the UK.
• You have led or jointly led two to three named client engagements as the senior governance and change lead.
• Additional team members have been hired and onboarded to increase deployment capacity.
• Stalis has developed a clear and visible point of view on data governance within Irish and UK health and social care.

Requirements

• Proven experience leading or designing end-to-end data governance programmes, including operating models, committees, roles, tooling decisions, and change management.
• Hands-on understanding of either the Irish or UK regulatory environment for health and social care data, plus the ability to create and execute a plan to build capability in the other market within 12 months.
• A strong record of building and leading delivery teams and defining methodology, whether in consulting, advisory work, or internal transformation environments.
• Senior client-facing credibility, with confidence speaking to executives and boards as well as technical and regulatory specialists.
