Head of Business Operations

Overview

The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi), the government body tasked with fostering the sustainable growth of Abu Dhabi's culture and tourism sectors, seeks a Head of Business Operations for a 12-month contract. This role is essential in advancing the sector's operational framework, strategic planning, governance, financial oversight, and transformation efforts while acting as a key advisor to the Executive Director.

Key Responsibilities

• Develop and refine the sector’s operating model ensuring alignment with strategic goals and operational needs.
• Lead workforce planning to align resources with sector growth and operational demands.
• Design and enforce operational frameworks, governance structures, and standards across the sector.
• Identify and drive initiatives to improve process efficiencies, collaboration, and overall operational performance.
• Manage annual business and operational planning cycles and establish effective governance and reporting systems.
• Provide strategic advice on organizational priorities, risks, and resource allocation to executive leadership.
• Oversee budget formulation, forecasting, financial governance, and cost optimization projects.
• Develop and monitor performance indicators to track operational effectiveness.
• Lead transformation programs including system implementations, automation, and continual process improvements.
• Manage relationships with internal stakeholders, external partners, and service providers to support sector initiatives.
• Supervise quality, health, safety, and environmental compliance and risk management efforts.
• Drive change management and ensure organizational readiness for transformation initiatives.
• Lead team development, performance management, and foster a culture of accountability and continuous learning.

Qualifications and Experience

• Bachelor’s degree in business administration, management, finance, economics, engineering, public administration, or a related discipline is required; Master’s degree preferred.
• 12 to 15 years of relevant experience in business operations, strategy, transformation, organizational effectiveness, or consulting.
• Minimum 7 years in a leadership or managerial capacity with demonstrated expertise in organizational planning, governance, financial oversight, and transformation delivery.
• Experienced in engaging with senior executives and navigating complex stakeholder environments.
• Background in government, semi-government, multinational companies, consulting, or fast-paced organizational settings favored.
