Role Overview

JASARA PMC is looking for an experienced Handover / Completions Manager to lead the final stage of project delivery. In this position, you will make sure construction packages are finished, tested, recorded, and transferred to the client in line with contractual obligations, regulatory expectations, and quality standards, while enabling a seamless shift from construction into operations.

Project Completion Strategy

• Create and roll out a structured strategy for handover and project completion.
• Set completion targets, timelines, and deliverables that fit the overall project schedule.
• Conduct readiness checks to confirm all disciplines are prepared for close-out.

Snagging and Close-Out

• Oversee the snagging and de-snagging workflow.
• Track, prioritize, and close defects in a timely manner.
• Issue regular updates on completion progress and remaining open items.

Testing and Commissioning

• Coordinate and supervise all testing and commissioning efforts.
• Confirm that systems operate correctly and comply with project requirements.
• Work closely with engineering, MEP, and specialist teams to resolve issues.

Handover Documentation

• Ensure all handover records are complete and accurate.
• Compile as-built drawings, O&M manuals, warranties, certifications, and regulatory approvals.
• Keep document control organized, traceable, and audit-ready during the close-out phase.

Client Handover and Stakeholder Coordination

• Lead the formal transfer of the project to the client or end user.
• Manage inspections, site walkthroughs, and approval activities.
• Serve as the main point of contact for clients, consultants, contractors, and authorities during handover.

Quality, Compliance, and Improvement

• Verify that all work meets contractual quality and compliance requirements.
• Partner with QA/QC teams to close non-conformance items.
• Support continuous improvement across completion and close-out activities.

Risk and Issue Management

• Identify risks that could affect completion dates.
• Prepare mitigation actions and recovery plans.
• Address issues early to prevent delays in handover.

Requirements

The ideal candidate should hold a bachelor’s degree in Engineering, Construction Management, or a closely related field. A minimum of 10 years of total project delivery experience is required, including 3 to 5 years in handover, completions, or project close-out roles. Experience with large infrastructure programs or giga-projects is preferred.

Additional Information

This is a full-time, onsite position based in Riyadh, Saudi Arabia. The role is intended for professionals with strong end-of-project delivery expertise and the ability to coordinate multiple stakeholders through final completion and client transfer.
