Role Summary

The Group Principal Duty Holder is a key governance role within Mercury’s electrical operations. The position exists to ensure that electrical installation and testing work is performed by competent, properly trained, and suitably qualified people, and that all such work is carried out safely under established systems of work. The role also helps maintain the overall standard and quality of electrical work across the group.

This position is aligned with requirements set by the Commission for Regulation of Utilities in Ireland, and Mercury applies the same principles across other regions where it operates. The role works closely with QEHS, Commissioning, and Business Unit Operations to make sure procedures for low-voltage and medium-voltage energisation are understood, implemented, and reviewed.

Key Responsibilities

  • Lead Mercury’s Electrical Working Group and coordinate subject matter experts who maintain and improve operational and energisation procedures for LV and MV systems.
  • Develop and update standards, workflows, procedures, training content, and other materials linked to electrical safety and ESSOW.
  • Support investigations into electrical accidents and incidents, including root cause analysis and recommendations for process improvement.
  • Work with the QEHS lead to follow the existing incident investigation process.
  • Run the group-wide quarterly COHE audit covering projects across all business units.
  • Keep current with electrical safety rules and standards relevant to the countries and regions where the business operates, and ensure policies are updated and communicated accordingly.
  • Review monthly Commissioning KPI audits from business units and provide feedback.
  • Oversee the appointment process for authorised persons through the established digital workflow.
  • Verify that all personnel involved in electrical installation and testing are competent, trained, and appropriately qualified.
  • Ensure electrical work is executed safely using the organisation’s safe systems of work.
  • Maintain Safe Electric certification and membership so it remains valid at all times, working with the Group Finance Controller to prevent lapses.
  • Ensure operational and energisation procedures for LV and MV work reflect the statutory and legal requirements for authorised persons in every country and region the business serves.
  • Meet the requirements set by the Commission for Regulation of Utilities in Ireland, including regulatory compliance, qualified certifier oversight, safety and supervision, certification and records, insurance and documentation, and communication with Safe Electric.
  • Act as the main contact for registration matters with Safe Electric.
  • Oversee the safety conditions that apply to the electrical work performed by the business.
  • Confirm that any Qualified Certifier meets the conditions set out in the applicable standard.
  • Keep records of all Qualified Certifiers updated and demonstrate their competence, qualifications, and training.
  • Notify Safe Electric immediately of any material changes to Named Qualified Certifiers.
  • Ensure only eligible persons issue certificates on behalf of the REC.
  • Make sure the correct certificates and supporting records are completed and retained for all finished electrical work.
  • Protect unused certificates issued to the REC from loss, theft, or unauthorised use.
  • Ensure the REC maintains the insurance cover required by Safe Electric and the relevant criteria document.
  • Keep all registration records current and comply with audit and inspection requirements.

Requirements

  • A bachelor’s degree in engineering is required.
  • Previous experience serving as a Principal Duty Holder is necessary.
  • Strong knowledge of electrical safety and industry standards such as ANSI/NETA, CIBSE, BSRIA, ASHRAE, CER 2016, EN 50110-1, ESB guidance on overhead electricity lines, NFPA-70E, and S.I. 299 Part 3.
  • Good analytical thinking, problem-solving ability, and attention to detail.
  • Strong verbal and written communication skills, along with solid interpersonal skills.
  • Ability to operate independently as well as in a team environment.
  • Project management capability is essential; a formal qualification is preferred.
  • Willingness to travel across Europe on a weekly basis.

Additional Information

The Principal Duty Holder may also serve as a Qualified Certifier.
