Role summary
This position sits within the government affairs function in Saudi Arabia and plays a central role in building strategic relationships with public-sector stakeholders across the Kingdom. The specialist helps ensure the company’s activities stay aligned with local regulations, tracks policy changes, interprets their impact, and supports sustainable business expansion in Saudi Arabia and the wider Middle East.
Work location
Riyadh, Saudi Arabia. This role requires permanent residence in Saudi Arabia and is based onsite.
Reporting line
The role reports to the Head of Government Affairs, who is Chinese.
Government relations and communication
You will develop durable working relationships with relevant public authorities, including the Ministry of Education, Ministry of Investment, the Ministry of Communications and Information Technology, and the Ministry of Human Resources and Social Development, along with other applicable entities. The job also includes representing the company in official meetings, industry events, and policy discussions, and clearly communicating the company’s position and market value. In addition, you will monitor government developments, share important updates internally, and recommend communication or response plans for regulatory matters.
Policy analysis and compliance
The role requires continuous monitoring and assessment of Saudi laws, regulations, and policy changes affecting the business, especially in education, technology, foreign investment, and data protection. You will prepare analysis reports, evaluate how regulatory changes may affect operations, and propose strategic guidance for leadership. A key part of the position is to help ensure that operations, marketing activity, and products comply with all relevant Saudi legal and regulatory requirements.
Strategic project support
You will support major government-led initiatives such as digital education and language training by helping business teams shape coordination plans and identify collaboration opportunities. The role also involves supporting government tender activity, license applications, qualification submissions, and approval or permit processes.
Internal advisory and coordination
As the in-house specialist on Saudi regulatory and policy matters, you will advise and train internal teams such as marketing, product, and legal. You will also coordinate internal resources to respond effectively to government inquiries, information requests, and policy consultations.
Education and experience
A bachelor’s degree or higher is required from a respected Saudi university or a recognized international university. Preferred backgrounds include public policy, international relations, law, business, education, or similar fields. The company is looking for candidates with at least 3 years of experience in government affairs, public policy, or external relations gained in Saudi government bodies, public institutions, multinational companies, or reputable consulting firms. Experience with the Saudi Ministry of Education or related education/training authorities is considered an advantage. Familiarity with Saudi government structure, decision-making processes, policy environment, and a strong professional network are also important.
Language requirements
Strong business English is essential, including speaking, listening, reading, writing, meeting participation, report drafting, and negotiation. Native-level Arabic is required. Candidates who can communicate in Chinese will be prioritized.
Key competencies
The ideal candidate should have strong communication and coordination abilities, be comfortable working in a multicultural environment, and demonstrate solid policy research and report-writing skills. Strategic thinking, problem-solving ability, professionalism, integrity, discretion, and the ability to work both independently and as part of a team are all important.
