Role overview
Baxter & Woodman is hiring a Florida Business Development Director to help grow its footprint across Florida. The position can be based in Orlando or West Palm Beach, FL, and focuses on expanding work in private development, municipal, and county markets, with emphasis on water resources, water/wastewater, piping and conveyance, and transportation.
This is a strategic leadership role centered on spotting new opportunities, deepening client relationships, guiding staff on professional engagement, and leading business development efforts statewide. The role partners closely with technical teams, client managers, marketing, corporate leadership, the Board of Directors, and the Vice President of Business Development.

Key responsibilities
- Identify, evaluate, and advance new business opportunities throughout Florida while maintaining strong awareness of upcoming pursuits and client needs.
- Plan and schedule meetings with target clients to build visibility and open doors for future work.
- Develop and carry out an annual Florida business development strategy aligned with regional and company goals.
- Work with internal teams to ensure marketing materials, social media activity, strategic plans, and business development tools support growth.
- Create teaming strategies, identify potential partners, and pursue joint opportunities that improve competitiveness.
- Lead engagement with professional organizations and encourage staff participation in key industry groups.
- Coach technical and client-facing employees to strengthen relationship-building and pursuit-planning capabilities.
- Build, guide, and mentor a Florida business development team as the function expands.
- Coordinate with leadership, client managers, and technical staff on business development and marketing efforts across assigned offices.
- Represent the firm at conferences, industry events, client meetings, and networking sessions.
- Manage the pursuit process end to end, including go/no-go decisions, win strategy development, proposal and qualification materials, and interview participation.
- Maintain regular client communication, handle inquiries appropriately, and ensure requests are tracked and addressed.
- Monitor client satisfaction and help deliver a consistently responsive service experience.
- Encourage disciplined CRM use, reporting quality, and cross-team visibility to support better pursuit decisions and collaboration.
- Bring forward new ideas for market entry, client engagement, partnership development, and tracking emerging technologies, service lines, and market segments.
Requirements
- At least 12 years of experience in engineering services for municipal clients, especially in water/wastewater and transportation.
- Ability to study industry and engineering service trends using publications, technical references, and regulatory guidance.
- Strong presentation skills and comfort speaking with managers, clients, public agencies, and community stakeholders.
- Excellent written and verbal communication, including report writing, business correspondence, and proposal content development.
- Proven collaborative approach with the ability to coach, mentor, and motivate others.
- Valid driver’s license and willingness to travel between Florida offices.
- Active involvement in relevant professional organizations such as AWWA, WEF, and ASCE, along with an established network in engineering, private, and municipal markets.
- Florida Professional Engineer license is preferred.
Compensation and benefits
The pay range for this position is $130,000 to $170,000 per year. Final compensation depends on factors such as skill set, experience depth, and certifications.
